Chairman of Ho Chi Minh City People's Committee: There will be instructions so that people do not need to apply for construction permits, just need to register.

Ho Chi Minh City People's Committee Chairman Nguyen Van Duoc said the city is developing guidelines to allow people to register for construction instead of applying for permits in areas with clear planning.

Ho Chi Minh City will strive to simplify administrative procedures in the construction sector and soon concretize the Prime Minister 's directive on cutting down on construction permit procedures in the city.

Instructions on exemption from construction permits will be issued in June.

Speaking at the conference to implement Resolution 201/2025 on piloting a number of specific policies and mechanisms for social housing development on the afternoon of June 2, Ho Chi Minh City People's Committee Chairman Nguyen Van Duoc said that the city has directed relevant agencies to advise on implementing the Prime Minister's direction in Official Dispatch No. 78 on focusing on cutting and simplifying administrative procedures in the construction sector, and promptly concretizing the Prime Minister's direction on cutting down on construction permit procedures in the city.

According to Mr. Duoc, Ho Chi Minh City is researching to reduce administrative procedures in the construction sector to facilitate people.

Specifically, the city has requested the Department of Construction to advise the city's leaders to issue a document in June 2025 guiding areas with clear regulations, based on alley boundaries and housing construction architecture as stipulated in the architectural management regulations in Ho Chi Minh City, people do not need to apply for a building permit but only need to register.

Previously, the Prime Minister issued Official Dispatch No. 78 on focusing on cutting and simplifying administrative procedures in the construction sector. In particular, the Prime Minister set a target of cutting at least 30% of processing time, compliance costs and business conditions in the construction sector by 2025.

Notably, the Prime Minister's request to reduce construction permit procedures for construction projects with detailed planning at a scale of 1/500 or projects in areas with approved urban designs is also a way to switch from pre-inspection to post-inspection.

Dr. Pham Viet Thuan - Director of the Ho Chi Minh City Institute of Natural Resources and Environment Economics - said that allowing people to register for construction instead of applying for a permit will create convenience for people, in line with the policy of administrative reform, but still maintain the role of state management and control of urban architecture.

People and businesses need to build according to the right planning.

Speaking with Tuoi Tre Online , Mr. Le Huu Nghia - Vice President of the Ho Chi Minh City Real Estate Association - said that exempting construction permits in places with detailed planning at a scale of 1/500 or projects in areas with approved urban design will require the State to develop clear plans for each area, for example, how many meters the alley must be set back for construction, how many floors can be built, the height of each floor, how much the balcony can protrude, etc.

"This planning must be published on the information pages of the authorities so that everyone can access it. From this information, the design company has the expertise and responsibility to compare the planning information and design the house according to the published planning," said Mr. Nghia.

Mr. Nghia believes that construction contractors must build according to the design of the design company, that is, build according to the announced planning. From there, the State will only conduct post-inspection to see if the construction company is building correctly or not.

If a construction company does something wrong, it will be punished and its construction license will be revoked; if people ask the contractor to do something wrong, the project will not be completed, the certificate will not be issued, or other sanctions will be imposed.
