Headquarters of General Department of Hydrometeorology
Accordingly, the General Department of Hydrometeorology is an organization under the Ministry of Natural Resources and Environment , performing the function of advising and assisting the Minister of Natural Resources and Environment in state management and organizing the enforcement of laws on hydrometeorology nationwide; managing and organizing the implementation of public service activities within the scope of state management of the General Department according to the provisions of law.
The General Department of Hydrometeorology has the duties and powers to manage hydrometeorological monitoring, investigation and survey activities; manage and guide hydrometeorological activities for works that must be monitored and provide hydrometeorological information and data according to the provisions of law.
In addition, appraise the content of hydrometeorology in the planning and design of key national construction works and investment projects and in the planning and design of construction works and investment projects according to the provisions of law; appraise projects on construction, renovation and upgrading of hydrometeorological works of the Ministry of Natural Resources and Environment as assigned by the Minister of Natural Resources and Environment.
Building, managing and exploiting the national network of hydrometeorological stations; organizing and implementing hydrometeorological monitoring, investigation and survey activities;
Regarding forecasting, warning and broadcasting of forecast and warning information on natural disasters, excluding natural forest fires, the General Department of Hydrometeorology manages forecasting, warning and broadcasting activities on hydrometeorology, hydrometeorological disasters and disaster risk levels; guides the provision and use of hydrometeorological forecast and warning information, hydrometeorological disasters according to the provisions of law;
Check, monitor and evaluate the quality of forecasting, warning, broadcasting of hydrometeorological information, hydrometeorological disasters and disaster risk levels according to the provisions of law;
Organize the appraisal of tsunami warning scenarios for Vietnam as assigned by the Minister of Natural Resources and Environment;
Building, managing and exploiting the national hydrometeorological forecasting and warning system; organizing the implementation of forecasting, warning and broadcasting activities on hydrometeorology, hydrometeorological disasters and disaster risk levels; zoning of natural disaster risks; forecasting and assessing climate, hydrology, oceanography, wind, solar, wave and hydropower potential to serve the direction, operation, exploitation and production of non-renewable and renewable energy according to the provisions of law;
Organize the development, appraisal and submission to the Minister of Natural Resources and Environment for promulgation of national climate standards and national climate assessment; develop and deploy the National Climate Services Framework for Vietnam on the basis of the Global Climate Services Framework;...
Organizational structure of the General Department of Hydrometeorology

5- Department of Organization and Personnel.
6- General Department Office.
7- National Hydrometeorological Network Center.
8- National Center for Hydro-Meteorological Forecasting.
9- Center for Hydrometeorological Information and Data.
10- Center for Hydrometeorological Technology.
11- Oceanographic Center.
12- Federation of Hydrometeorological Survey.
13- Northern Mountainous Region Hydrometeorological Station.
14- Hydrometeorological Station of the Northern Delta and Midlands region.
15- North Central Region Hydrometeorological Station.
16- Central Central Region Hydrometeorological Station.
17- South Central Region Hydrometeorological Station.
18- Southern Regional Hydrometeorological Station.

The organizations specified from (1) to (6) above are organizations that assist the Director General of the General Department of Hydrometeorology in performing state management functions; the organizations specified from (7) to (19) are public service units serving the state management functions of the General Department.
The General Department of Hydrometeorology Office has 03 rooms.
The General Department of Hydrometeorology has a Director General and no more than 04 Deputy Directors General appointed and dismissed by the Minister of Natural Resources and Environment according to the provisions of law.
The Director General of the General Department of Hydrometeorology is responsible to the Minister of Natural Resources and Environment and before the law for all activities of the General Department. The Deputy Director General of the General Department of Hydrometeorology is responsible to the Director General and before the law for the assigned work areas.
The Director General of the General Department of Hydrometeorology shall submit to the Minister of Natural Resources and Environment for regulations on the functions, tasks, powers and organizational structure of the organizations under the General Department; appoint and dismiss leadership and management positions under the General Department according to the provisions of law and decentralization of the Minister of Natural Resources and Environment.
This Decision takes effect from June 15, 2023, replacing Decision No. 03/2018/QD-TTg dated January 23, 2018 of the Prime Minister stipulating the functions, tasks, powers and organizational structure of the General Department of Hydrometeorology under the Ministry of Natural Resources and Environment.
Regarding the transitional provisions, the Center for Hydro-Meteorological Observation, the High-altitude Meteorological Station, the Center for Hydro-Meteorological Information and Data, the Hydro-Meteorological Journal, the Center for Hydro-Meteorological Technology Application, the Oceanographic Center, the Northwest Regional Hydro-Meteorological Station, the Viet Bac Regional Hydro-Meteorological Station, the Northeast Regional Hydro-Meteorological Station, and the Northern Delta Regional Hydro-Meteorological Station shall continue to operate in accordance with current regulations until the Decision stipulating the functions, tasks, powers and organizational structure of the units specified in (7), (9), (10), (11), (13) and (14) above is issued by the Minister of Natural Resources and Environment and takes effect.
