Joining hands to build new rural areas in Gia Lai: To make the village more and more beautiful (Part 1)

Building a new rural area with the implementation of 19 criteria is still a very difficult issue in the mountainous areas of Gia Lai , because most of the people's lives here are still difficult, especially for ethnic minorities.

Overcoming many difficulties, Ayun Ha commune has achieved the first NTM standard in Phu Thien district. With the motto "easy to do first, difficult to do later", the Steering Committee of the National Target Program on New Rural Construction of Ayun Ha commune (Phu Thien district) has closely followed and proposed many solutions, taken advantage of and integrated many support sources from other programs and projects, as well as mobilized reasonably and effectively the joint efforts of all classes of people to bring the commune to the NTM finish line. After more than 5 years of implementing the program, the total cost of building essential infrastructure is over 11.48 billion VND, of which more than 3.695 billion VND along with thousands of square meters of land and labor days were mobilized and contributed by the people.

In 2015, in Ia Grai district, the border commune of Ia O was recognized by the Provincial People's Committee as meeting the new rural standards in 2021. Up to now, the commune has 24km of commune and inter-commune roads asphalted and concreted; nearly 25km of village roads and village roads hardened; over 90.7% of village roads and alleys are no longer muddy in the rainy season. Thanks to support from poverty reduction programs and projects, and preferential loans, Ia O people have gradually changed their "way of thinking and doing", risen out of poverty, and improved their quality of life.

Village elder Ksor Can (Dang village, Ia O commune) shared: Responding to the movement of joining hands to build new rural areas, with the motto of the State and the People working together, he mobilized the people of Dang village to join hands and unite, to build new rural villages with practical and effective actions. In particular, when there was a policy to build a nearly 1 km long rural road, he and the People's Committee and organizations mobilized many households to voluntarily dismantle fences, cut down trees and donate hundreds of square meters of land, contributing labor and money to join hands to build clean and beautiful village roads and alleys for convenient travel.

The electricity - road - school - station system of Ia O commune (Ia Grai district) has been invested in and built solidly and spaciously.

In Chu Pah district, in the period of 2016 - 2020, 4 communes have met the NTM standards in the period of 2016 - 2020. Of which, Hoa Phu commune was recognized as meeting the NTM standards in 2020. This result was achieved thanks to the support of the State, the efforts of the local government and the people working together to complete the criteria for building NTM.

Mr. Ro Cham Khoan - Head of Hreng village, Hoa Phu commune said: When the commune started to build a new rural area, everyone was excited. Those who could afford it contributed money, those who could not, contributed working days or donated land to build a cultural house, expand more than 4 km of rural roads and many other projects. Some households even donated nearly 1,000m2 of land. Now, Hoa Phu commune has met the new rural standards, the electricity - road - school - station system has been invested in and built solidly, spaciously, convenient for people's daily life and production. The material and spiritual life of the people has been improved.

Mr. Nguyen Cong Son, Head of the Department of Agriculture and Rural Development of Chu Pah district affirmed: Achieving the above results is due to the attention and direction of the Party Committee, the government, the participation of the entire political system from the district to the grassroots, especially the consensus and strong support of all classes of people in the district.

The propaganda work on the implementation of the Program in a diverse and effective manner has clearly changed the awareness of cadres, party members, civil servants at all levels and the people about the Program for building new rural areas; the role of the people in building new rural areas is increasingly high, many households have actively contributed labor, materials, and donated land for traffic and irrigation works....

Collectives with outstanding achievements in the emulation movement "Gia Lai joins hands to build new rural areas" in the period of 2021 - 2023 were honored to receive certificates of merit from the Chairman of Gia Lai Provincial People's Committee.

Maximize resources

According to the preliminary report on 3 years of implementing the National Target Program on New Rural Construction, period 2021-2023, Gia Lai province has mobilized nearly 2,786 billion VND to invest in infrastructure construction in new rural construction. By September 2023, the total mobilized capital to implement the program in the province is nearly 8,114 billion VND, of which the central budget is nearly 760 billion VND, the local budget is more than 11,000 billion VND, the integrated capital is more than 3,425 billion VND, credit capital is nearly 2,644 billion VND, enterprise capital is 55.24 billion VND, and people's contributions are more than 217 billion VND.

From 2021 to present, 91 communes have been recognized as meeting NTM standards; 3 district-level localities have met NTM standards; the poverty rate in rural areas has decreased to only 25.59% by the end of 2022. Along with that, many criteria have been completed by localities and are getting closer to the goal of meeting NTM standards.

Gia Lai province continues to promote the role of people and communities in building new rural areas.

At the conference to review 3 years of implementing the National Target Program on New Rural Construction (2021-2023 period), in order to implement the Program more effectively, Vice Chairman of Gia Lai Provincial People's Committee Duong Mah Tiep emphasized the need to continue to diversify mobilized capital sources to implement the program; do a good job of mobilizing and integrating investment resources for the program, encouraging people to participate in investing in building socio-economic infrastructure according to the motto "State and People work together".

"Focus on promoting the role of people and communities, ensuring a clear mechanism for people to proactively discuss and decide on the implementation of the program according to plan; assigning villages, hamlets and communities to carry out simple works. Actively and regularly organize inspections, supervision and evaluation of the implementation of the program in the locality...", Vice Chairman of the province Duong Mah Tiep noted.
