Accordingly, the Khanh Hoa Provincial People's Committee has established a provincial and district-level Steering Committee, developing a clear implementation plan for each month, quarter and year. Relevant departments and branches coordinate synchronously in organizing and supervising implementation. Vingroup Corporation is the funding unit, and closely monitors the implementation activities to ensure proper procedures and transparency. The Project Management Board of VinUni University plays the role of coordinating, planning the budget and coordinating directly with the local Steering Committee. The processes from planning, implementation, monitoring, and post-auditing are all carried out publicly, with the participation of the community, thereby creating a close companionship mechanism, improving efficiency and responsibility in policy implementation.

By prioritizing the recruitment and training of 100% local human resources, and at the same time building a volunteer model and autonomous learning clubs, the Khanh Hoa English Speaking People Program has had students become coaches, inspirational ambassadors and event organizers.
