According to Foreign Minister Bui Thanh Son, the working trip of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the expanded G7 Summit and work in Japan was a great success in both multilateral and bilateral aspects.

Could you please tell us about the outstanding results of this year's G7 Summit? The G7 Summit (HNTĐ) held in Hiroshima from May 20-21, 2023 under the chairmanship of Japan was a great success. With three sessions "Working together to handle multiple crises", "Joint efforts for a sustainable planet" and "Towards a world of peace, stability and prosperity" , the Leaders discussed, evaluated and proposed solutions to address global challenges, especially economic recovery, food security, health security, gender equality, climate change response, energy security, and environmental protection. First, the expanded G7 Summit adopted the Hiroshima Action Declaration on Global Self-Reliant Food Security, proposing groups of solutions to respond to the immediate food crisis, enhance self-reliance to prevent similar crises in the future and ensure nutrition for all people. This is a remarkable result, demonstrating Japan's leadership efforts as well as the determination of G7 countries and guests in solving urgent, fundamental problems that have multi-faceted impacts on people's lives. Second, the Leaders agreed on the need to create new driving forces to promote economic recovery and growth, and implement the United Nations' sustainable development goals. The Summit welcomed the G7's Global Partnership for Infrastructure and Investment (PGII) and Japan's Asia Zero Emission Community (AZEC) Initiative; agreed to promote initiatives to mobilize financial resources for development, and promote public-private cooperation in infrastructure development. Third, on the issues of peace, stability and prosperity in the world, the Leaders agreed that, in the context of the complicated developments in the world situation, it is necessary to promote multilateralism, international cooperation, resolve conflicts by peaceful means, and protect the security and safety of the people. The countries emphasized the serious implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and move towards achieving a substantive, effective Code of Conduct in the East Sea (COC), in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea . Could you please tell us about the results of the Vietnamese delegation's participation in the expanded G7 Summit this time? The working trip of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation to attend the expanded G7 Summit and work in Japan was a great success in both multilateral and bilateral aspects. In less than three days, the Prime Minister chaired and attended about 40 activities, including conference sessions, meetings with Japanese leaders, Japanese businesses and friends, and exchanges and meetings with leaders of other countries and international organizations. Firstly, in terms of multilateralism, we have contributed important approaches and solutions from the perspective of a developing country, promoting industrialization, modernization and comprehensive, deep international integration. At the sessions, the Prime Minister emphasized many important messages: (i) Promoting more substantive and effective global partnerships, promoting international solidarity, and persistently cooperating in multilateralism are the keys to solving unprecedented challenges like today; (ii) Sustainable development, responding to climate change, reducing emissions and transforming energy can only be successful through a global, all-people approach, ensuring balance and rationality according to the different conditions and levels among countries; (iii) The spirit of the rule of law, respect for the United Nations Charter and international law, and the settlement of all disputes by peaceful means must be promoted and implemented with specific commitments. The Prime Minister also made many practical and appropriate proposals to promote cooperation in solving common international and regional issues. The Prime Minister's ideas and proposals were highly appreciated by leaders of countries and international organizations, contributing to building a balanced and comprehensive approach to solving global challenges. Vietnam's substantive and responsible participation has also made important contributions to the common efforts of the international community to maintain peace, stability, promote economic recovery and development, on the basis of equality, mutual benefit, in line with the concerns and interests of developing countries.

Second, on the bilateral front, the working trip with many rich, effective and substantive activities with the leaders and sectors of Japan and the leaders of other countries and international organizations contributed to further deepening relations with partners. With Japan, the Prime Minister's talks and exchanges with the Japanese Prime Minister, the leaders of Hiroshima Prefecture and many sectors of Japan contributed to further enhancing political trust and strongly promoting the Vietnam - Japan Extensive Strategic Partnership. This result is especially meaningful in the context of the 50th anniversary of the establishment of diplomatic relations between the two countries. Prime Minister Pham Minh Chinh also had dozens of bilateral meetings in an open, frank and sincere spirit with all G7 leaders, guest countries and international organizations to discuss specific and substantive measures to promote bilateral relations and strengthen coordination on issues of mutual concern. During the discussion, the partners all highlighted the role and position of Vietnam and expressed their willingness to strengthen multifaceted cooperation with Vietnam, focusing on economic-trade cooperation, resolving emerging issues such as food security, energy security, climate change response, green economy, circular economy, and innovation. At the Conference and bilateral meetings, the leaders of the countries all emphasized the importance of ensuring maritime and aviation security and safety, resolving all disputes and disagreements by peaceful means on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); fully implementing the Declaration on the Conduct of Parties in the East Sea (DOC), and promptly completing an effective and substantive Code of Conduct in the East Sea (COC). In conclusion, the Prime Minister's working trip to attend the expanded G7 Summit and work in Japan was a great success, thereby continuing to affirm the correct foreign policy of our Party and State, leaving a deep impression on the role, contribution and international prestige of Vietnam, affirming an image of Vietnam with an important voice in global issues. Could you please share the specific results to continue promoting the Vietnam - Japan Extensive Strategic Partnership? The Prime Minister had 13 working sessions, including talks with Prime Minister Kishida Fumio, receiving the Governor, Chairman of the Hiroshima Prefectural Council, members of the National Assembly with constituencies in Hiroshima, friendship associations with Vietnam, leaders of large Japanese associations and corporations, attending and speaking at the Vietnam - Japan Business Forum; meeting with the Vietnamese community in Japan. In an atmosphere of sincere, friendly and trustworthy exchanges, the meetings achieved many important results. Firstly, the two leaders agreed to make efforts to bring the Vietnam-Japan Extensive Strategic Partnership for Peace and Prosperity in Asia to a new height, especially in 2023 – the 50th anniversary of the establishment of Vietnam-Japan diplomatic relations. Secondly, the two sides achieved some substantive results in the field of ODA and investment cooperation with the signing of 03 ODA cooperation documents worth 61 billion Yen (about 500 million USD) for projects of the New Generation ODA Program for post-Covid-19 socio-economic recovery and development, the project to improve public transport infrastructure in Binh Duong province, and the project to improve infrastructure for agricultural development in Lam Dong province.

The leaders of the two countries also agreed to promote the possibility of Japan providing new-generation ODA with high incentives, simple and flexible procedures for large-scale strategic infrastructure development projects in Vietnam. Regarding investment cooperation, Japanese enterprises expressed their desire to increase investment and expand production and business in Vietnam in the fields of processing, manufacturing, agriculture, wastewater treatment, etc. It can be said that new-generation ODA cooperation, especially in the field of strategic infrastructure and promoting economic and trade cooperation, will be the key orientations of the Vietnam-Japan Extensive Strategic Partnership in the new period. Third, the two leaders reached a common understanding on further promoting cooperation in new areas with great potential such as green transformation, digital transformation, emission reduction, energy transformation, etc. Fourthly, the two sides agreed to continue promoting and deepening people-to-people exchanges, local cooperation, education-training, and tourism in diverse, high-quality, and effective forms. The two sides will closely coordinate in supporting and creating favorable conditions for the community of nearly 500,000 Vietnamese people living, studying, and working in Japan, continuing to be a bridge to promote cooperation between the two countries in the coming time. Fifthly, they agreed to strengthen coordination in international and regional issues of mutual concern and at forums such as the United Nations, ASEAN, APEC, ASEM, Mekong, etc. and the East Sea issue. It can be said that the results of the work in Japan have continued to contribute to the sustainable development of the Vietnam-Japan Extensive Strategic Partnership on the basis of high political trust, substantial economic cooperation, and rich cultural and people-to-people exchanges, meeting the aspirations and interests of the people of the two countries.
