Mr. Tran Duc Hue, Secretary of the Party Cell and Head of the Lang Xa Con Community Digital Technology Team, said that the Team was established by the Thanh Thuy Ward People's Committee in August 2025, consisting of 8 members who are knowledgeable about technology and actively participate in social activities (such as: Party Cell Secretary, Head of the Neighborhood Group, representatives of the Fatherland Front, and mass organizations). The Community Digital Technology Team is considered an "extended arm" to help the ward government deploy digital transformation to every household.
Before the establishment of the community digital technology team, members of the residential groups, villages and hamlets worked mainly on paper. Every time there was a poor household review, or updating population data... they had to go to each house, take notes and then submit them to the ward or commune. But since the establishment of the community digital technology team, things are different, the work is entered, sent and managed right on the digital platform, very quickly, the data is much more accurate.
Not only in Thanh Thuy, the movement to build community digital technology teams is spreading throughout Hue City. To date, more than 2,100 teams have been established, covering 40 wards and communes. Many localities have exceeded the target of 5 people knowledgeable about technology/100 people, making digital transformation a new way of life. Community digital technology teams are the core force at the grassroots level, helping technology truly enter life. From those who know a lot or know a little to guide those who do not know, creating a spreading effect of learning spirit, accessing digital technology in the community faster, more effectively and substantially.
The leader of the Department of Science and Technology of Hue City said that the community digital technology team model is really serving state management and improving people's digital capacity. The goal is not that everyone has to be good at technology, but that everyone can access and use digital services to serve life. These community digital technology teams are the "centipedes" that not only support the community to participate in digital transformation but also help the government operate smart cities, from monitoring security and order, environmental sanitation, to collecting socio -economic data, serving analysis and management.
In the context of comprehensive digital transformation, recently, Hue City continues to affirm its pioneering role by integrating two new functions on the Hue-S smart urban platform: "Consumer protection" and "Early warning information". In particular, the "Consumer protection" function on Hue-S is designed as a "digital shield", helping people feel secure when choosing products and services. With just a few simple operations on the phone, users can look up a digital map displaying establishments that meet quality and food safety standards and publicly list prices. Establishments that have been assessed and approved will be labeled "qualified" and displayed directly on the Hue-S map, helping people easily compare and choose before making a transaction.
In particular, if a business establishment is found to have signs of violations or does not ensure quality, people can send feedback right on the application. The system will connect directly with the Hue City Smart Urban Monitoring and Operation Center (HueIOC) to handle it promptly, ensuring the legitimate rights of consumers. On the management side, the Department of Science and Technology and specialized units such as the Police, Department of Industry and Trade, Department of Finance, Department of Tourism, Department of Agriculture and Environment... play a central role in appraisal, licensing and supervision.

For the "Early warning information" function, which operates through the camera system, IOT devices installed in the city and applying AI analysis solutions are also integrated on Hue-S. Through this function, risks of traffic congestion, fire, urban order violations, encroachment on sidewalks, roadsides, weather, natural disasters, etc. will be identified and signals sent to people on Hue-S. Thereby, helping localities promptly grasp the situation, deploy quick and effective handling plans, contributing to ensuring safety for the community.
Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, said that the functions of "Early warning information" and "Consumer protection" on Hue-S demonstrate the spirit of digital transformation to serve the people, ensure the rights of the people, promote transparency in business and improve the management capacity of urban authorities.
At the conference to review Resolution No. 57-NQ/TW on science and technology development, innovation and digital transformation of the Politburo in the third quarter and key tasks and solutions in the last months of 2025, the leaders of Hue City said that by the end of the third quarter of 2025, the locality had completed 113/139 tasks (81.2%), of which 102 tasks were on schedule. Hue's digital infrastructure is among the leading in the country, 100% of agencies are connected to the Government's specialized data network, all commune-level People's Committees operate a "modern electronic one-stop shop", and nearly 15,000 official mail accounts have been issued.
Hue City leaders believe that digital transformation is not only about applying technology but also about renewing thinking, renewing ways of doing things, and renewing service culture. With the spirit of initiative, creativity and high determination of the entire political system, the cooperation of businesses and the active participation of the people, Hue is continuing to make efforts to effectively implement digital transformation; well implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation. At the end of October 2025, at the National Digital Transformation Day program in 2025, Hue City ranked 2nd nationwide in digital transformation (DTI) in 2024, up 1 place compared to 2023.
In addition, by 2025, Hue will be in the "top" 5 localities with the highest rate of online records (93.37%), 100% of administrative procedures will be performed regardless of administrative boundaries; more than 950 data tables, 119 open data sets, 12/16 data services have connected to the national platform, contributing to the construction of e-government and smart cities.
