With the determination to serve people and businesses better and better, in the first quarter of 2024, Vietnam Social Security continued to implement synchronous solutions and achieved positive results in the field of digital transformation, contributing to creating and building a professional and modern Vietnamese social insurance industry and bringing great benefits to participants and beneficiaries of social insurance, health insurance and unemployment insurance (UI) policies.
Connecting and sharing data between Vietnam Social Security and ministries, branches and localities:
Vietnam Social Security has been actively coordinating with ministries, branches and localities in connecting and sharing data between the national database on Insurance with other national databases and specialized databases to enrich the databases, serve state management and provide online public services.
Specifically, Vietnam Social Security has coordinated with the Ministry of Public Security to connect, share, authenticate, and synchronize information related to social insurance, health insurance, and unemployment insurance with the national population database. To date, the Vietnam Social Security System has authenticated more than 96 million demographic information in the database managed by Vietnam Social Security, of which about 87.75 million people are participating and receiving social insurance, health insurance, and unemployment insurance, accounting for 97.3% of the total number of participants (excluding armed forces and military relatives) with the national population database; coordinated to integrate social insurance book information on the VNeID application, to date, there have been more than 15.4 million successful queries for social insurance book information to integrate into the VNeID application.
Promoting digital transformation in the field of social insurance brings many benefits to people and businesses
Connecting and sharing data with the General Department of Taxation: Vietnam Social Security has completed the extraction and processing of data from the General Department of Taxation; analyzed and compared it with data from the Vietnam Social Security sector to create a form to send to the provincial and municipal Social Security for exploitation.
Connecting data with the Ministry of Labor, War Invalids and Social Affairs: Providing a lookup utility for staff of the Employment Service Centers nationwide to look up information of employees participating in social insurance such as status at the time of lookup; status of enjoying social insurance regime; most recent month of stopping payment; total time of participating in social insurance not yet enjoyed; average salary of the last 6 months of the last closing date in the process of settling social insurance benefits; coordinating integration, providing public services (DVC) to resolve unemployment benefits on the National Public Service Portal. Up to now, Vietnam Social Security has received from the National Public Service Portal to confirm and return the social insurance payment process for 379,617 cases serving the settlement of unemployment benefits for employees.
Coordinate and support the Ministry of Health to connect driver health examination data, birth certificates, and death certificates from medical facilities nationwide to serve the implementation of online public services "Issuing, changing, and re-issuing driver's licenses online" and 2 groups of connected administrative procedures "Birth registration - permanent residence registration - health insurance card issuance for children under 6 years old; Death registration - Deletion of permanent residence registration - Funeral cost support, Funeral allowance". Up to now, nationwide, 1,240 medical facilities have sent driver health examination data, with more than 2.5 million data sent; 1,647 medical facilities have sent birth certificate data, with more than 1 million data sent; 629 medical facilities have sent death certificate data, with 11,000 data sent. The connection of driver's health certificates through the infrastructure of Vietnam Social Security helps people to request re-issuance or exchange of driver's licenses completely online (previously, people were forced to go to the place where the driver's license was issued to submit a paper copy of the driver's health certificate).
The connection of birth certificates and death certificates through the infrastructure of Vietnam Social Security has created a very important utility as an input to help people perform online public services for the entire process of 2 groups of connected administrative procedures: Birth registration - permanent residence registration - issuance of health insurance cards for children under 6 years old; death registration - cancellation of permanent residence registration - support for funeral expenses, funeral allowance (previously, people were forced to go to the People's Committee of the commune or ward to submit paper copies of birth certificates and death certificates when carrying out birth registration and death registration procedures).
In addition, Vietnam Social Security has also shared health insurance card data with medical examination and treatment facilities to serve health insurance examination and treatment, handed over the entire database of households participating in health insurance to the Ministry of Health to build health records; received reserved data and health insurance card data from the Ministry of National Defense Social Security.
It can be seen that, with a regularly updated database and a widespread IT system, the interconnection and data sharing of the Vietnam Social Security sector with ministries, branches and localities helps standardize data, improve management quality, reform and interconnect administrative procedures, contributing to the construction and development of digital government, digital economy, digital society, serving people, units and businesses better and better.
Health insurance treatment with chip-embedded ID card
100% of health insurance facilities have implemented health insurance services using chip-embedded ID cards (meeting the requirement to look up health insurance card information using personal identification number/CCCD). To date, there have been more than 68.5 million successful searches of health insurance card information using personal identification number/CCCD to serve health insurance treatment procedures.
With the implementation of health insurance using CCCD, health insurance patients only need to use CCCD to complete health insurance procedures, helping to simplify procedures, saving time for both patients and medical staff, and the social insurance agency also saves costs in printing and issuing health insurance cards.
Integrate and provide online services
All eligible administrative procedures of Vietnam Social Security have been provided with full online public services. These public services are provided on many platforms and forms, such as: Vietnam Social Security Public Service Portal, National Public Service Portal, VssID Application, IVAN organization, VNPOST... In the first quarter of 2024, the entire Vietnam Social Security sector received and processed more than 4.3 million electronic transaction records (equivalent to 29.4 million records associated with each employee, accounting for 87.2% of the total number of records both directly and online received and processed).
VssID Application - Social Insurance Number
The entire Vietnam Social Security sector has approved about 35 million personal electronic transaction accounts (used to log in and use the Vietnam Social Security Service Portal and the VssID application); has coordinated with the Department of Administrative Police for Social Order (Department C06) - Ministry of Public Security to adjust and upgrade the VssID application to meet the requirements of connecting and integrating electronic identification accounts (VNeID accounts) with the VssID application (logging into the VssID application with a VNeID account). To date, there have been more than 7.5 million uses of VNeID accounts to log in to the VssID application.
Promote cashless payment of insurance benefits
Vietnam Social Security has made efforts to implement solutions to promote the payment of non-cash insurance benefits. To date, over 64% of beneficiaries receive social insurance and unemployment benefits through personal accounts in urban areas, an increase of about 3% compared to 2022 (exceeding 4% of the target assigned in Decision No. 1813/QD-TTg dated October 28, 2021 of the Prime Minister).
On March 22, 2024, the Ministry of Public Security and Vietnam Social Security agreed to issue a coordination process to implement the development of non-cash payments in the payment of pensions and social insurance benefits on the basis of the national population database to mobilize and propagate people to receive pensions and social insurance benefits through non-cash payment methods, combined with verification and cleaning of beneficiary data.
In the coming time, Vietnam Social Security will continue to make efforts and be determined to create more and more utilities and services that bring practical benefits to people and businesses with the goal always identified by Vietnam Social Security as "digital transformation is an important and key task for the industry to best serve policy participants and beneficiaries", worthy of the trust of the Party, State, Government and People.
