As a mountainous province with more than 30 ethnic groups living together, most of whom are ethnic minorities living in highland and border areas, life is still difficult. However, thanks to the special policies of the Party and State, and the participation of the entire local political system.

The picture of poverty reduction in ethnic minority areas of Lao Cai is improving day by day, becoming a typical model of sustainable poverty reduction.

Efforts to settle people

The spacious house is in the final stages of completion of Mr. Vang Khoa's family, a H'Mong ethnic group, standing out in the difficult Cu Ty Chai village, Cao Son commune. His family has 5 members, is a poor household, the main source of income is from traditional agricultural cultivation such as growing corn and rice, life is unstable, cannot have a solid roof.

In early 2025, thanks to the State's support in the temporary housing elimination program, his family received 60 million VND in support and an additional 50 million VND interest-free loan from the Social Policy Bank. From that resource, plus the help of relatives, Mr. Khoa's family was able to build a decent house.

“If there were no government program to support the removal of temporary housing, I don’t know when my family would have this dream house. With a new, sturdy house for my wife and children to live in, I can go to work with peace of mind and earn more income,” said Mr. Khoa.

Cao Son commune has more than 1,000 households receiving financial support and preferential loans to implement the program of eliminating temporary and dilapidated houses. With the efforts of the entire political system, the cooperation and support of the community, poor and near-poor households in this difficult commune have been able to live in new, solid houses. People are assured to stay with their village, contributing to the development of their homeland.

Comrade Hoang Truong Minh, Secretary of the Cao Son Commune Party Committee, said: “Cao Son is one of the most disadvantaged communes in Lao Cai province, with the majority of people being ethnic minorities, and their economic life mainly depends on traditional agricultural crops. The whole commune has more than 50% of households being poor and near-poor. However, thanks to the resources of the Central Government and the province, especially the national target programs, people's lives have been improved. Up to now, the commune has completed the elimination of more than 1,100 temporary and dilapidated houses, which is an important premise for people to settle down, thereby confidently developing production. In the coming time, the local government will continue to integrate and effectively use resources to take care of people's lives, while promoting economic restructuring, creating sustainable livelihoods for the people."

Mobilizing all resources for economic development

As a particularly difficult highland commune, in recent years, Y Ty has received attention and investment from many support policies of the province such as Resolution No. 20-NQ/TU of the Provincial Party Committee on poverty reduction for communes with a high poverty rate of 40% or more; Project No. 10-DA/TU of the Provincial Party Committee on sustainable poverty reduction for the period 2021-2025; national target programs for the period 2021-2025; projects and policies on poverty reduction, support for production development, construction of infrastructure, roads for people, etc.

Notably, in recent times, the Party Committee and the government of Y Ty commune have focused on mobilizing people to participate in production, developing models of cultivation, animal husbandry, and medicinal plant cultivation to improve their lives and develop the economy. Sustainable poverty reduction in the area has had many significant changes, the rate of poor households in the area has decreased by an average of more than 7%/year.

Chairman of the People's Committee of Y Ty Commune, Nguyen Van Tai, said: To create a strong change in poverty reduction, the commune has focused on propaganda and raising awareness for poor and near-poor households to strive to rise up; not to rely on or wait for support from the State. Along with that, the commune focuses resources on developing the rural transport system, taking advantage of natural conditions to attract tourists, thereby developing service industries in the area.

After the merger, Lao Cai province has more than 60% of its population being ethnic minorities. Recognizing the important role and position of ethnic minority areas in the overall development, the Party, State and local authorities continue to issue many practical policies, focusing on supporting socio-economic development in remote, isolated and ethnic minority areas.

The Provincial People's Council continues to maintain and implement many policies on socio-economic development and sustainable poverty reduction, contributing to improving people's material and spiritual life, gradually narrowing the gap between regions, ensuring social security, and strengthening people's trust in the leadership of the Party and authorities at all levels.

According to the Lao Cai Provincial Fatherland Front Committee, with the close coordination of the government and the joint efforts and consensus of the people, the locality has implemented many practical activities, contributing to consolidating, expanding and promoting the great national unity bloc.

Poverty reduction policies are built comprehensively and diversely in many approaches to address the causes of poverty, such as: Infrastructure investment policies; policies to support healthcare, education, housing, domestic water, specific policies; vocational training associated with job creation with the participation of the entire political system, directed throughout from the province to the grassroots... with the goal of improving the quality of sustainable poverty reduction, reducing free loans, implementing conditional loans to create positive changes in awareness and arousing the will to be proactive and self-reliant among the poor.

The results of poverty reduction in recent years have created a premise for Lao Cai province to set a target for the 2026-2030 period of striving to reduce multidimensional poverty by an average of 2-3% per year, in which poor communes will reduce at least 4% per year. The journey of sustainable poverty reduction in Lao Cai is not only reflected in simple statistics, but is an important achievement of poverty reduction policies, along with the participation of the entire political system and the support and active response of the people.
