According to the Regulation on some contents in the field of land in Hanoi City, which has just been announced by the Hanoi People's Committee, it clearly states some requirements on making a plan for auctioning land use rights to allocate land with land use fees or lease land.
Accordingly, the auction or lease plan is decided for each specific project, ensuring the contents as prescribed in Decree No. 102 and some other contents suitable to the actual situation.
Notably, the regulation clearly states the purpose of auction or lease to prioritize investment in the construction of urban areas and housing in a modern direction, synchronous with the construction of urban technical infrastructure and social infrastructure.
To ensure the above goal, "basically, the auction of land use rights will be used to implement investment projects," the regulation clearly states.
In case of auctioning land use rights to allocate residential land to individuals according to the provisions of the Land Law, the City People's Committee will consider and decide on each specific project in accordance with the general orientation and characteristics of each area.

Previously, in a document sent to Departments, branches, districts, towns and cities regarding the management of land use rights auctions, the Hanoi People's Committee also clearly stated its viewpoint of restricting the organization of land auctions to assign to individuals to build their own houses.
Accordingly, Hanoi City said it will prioritize land auctions to collect land use fees or lease them to organizations to carry out investment projects.
This directive aims to ensure the selection of qualified investors, thereby improving land use efficiency.
The City People's Committee assigned the Department of Natural Resources and Environment to speed up the progress of updating and adjusting the land price list. In addition, the Department of Natural Resources and Environment must also promptly coordinate and guide districts to remove difficulties and obstacles in the process of determining land prices.
In addition, the Hanoi People's Committee also noted that land auction organizers should consider regulating the price steps and the auction format will have multiple mandatory rounds to ensure competitiveness and closeness to market prices.
