On the afternoon of January 15, Mr. Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee, chaired a meeting of the Steering Committee, Executive Board and Working Group to implement Resolution No. 98. Up to now, Resolution 98 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City has been in effect for 165 days.

Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, said that the locality had made careful preparations before Resolution 98 was passed. However, during the implementation process, the locality still encountered many difficulties in concretizing the contents.
"Resolution 98 is a pilot of breakthrough and outstanding mechanisms and policies, but in the instructions, ministries and branches still say to follow the process," Mr. Phan Van Mai expressed.
The Chairman of the Ho Chi Minh City People's Committee requested departments and branches to continue to persevere in following up with ministries and branches, reporting and explaining issues to have specific instructions on implementing new mechanisms and policies. At the same time, units also need to propose solutions to organize forces to effectively implement new policies.
"Resolution 98 itself does not naturally become money, silver, or material, but must go through the process of organization and implementation," Mr. Phan Van Mai emphasized.

Dr. Tran Du Lich , Chairman of the Advisory Council for the implementation of Resolution 98, commented that the Central Government has given Ho Chi Minh City an unprecedentedly large resolution. However, the problem is that Ho Chi Minh City still has to follow the prescribed processes and procedures.
"It's like the Central Government only gave HCMC half. But the difficult part is for HCMC to find a way to solve," Dr. Tran Du Lich acknowledged.
In implementing the contents of Resolution 98, Dr. Tran Du Lich suggested that localities can apply specific mechanisms and policies to handle outstanding issues. This is something that departments, branches and agencies need to study.

"We need to boldly use Resolution 98 to resolve outstanding issues and projects. If we cannot resolve the backlog, the city will find it difficult to implement new work and this backlog will also overload the apparatus," the expert said.
The Chairman of the Advisory Council for the implementation of Resolution 98 suggested that localities should continue to implement the contents to form a common, transparent and clear legal framework. In addition, localities can select a number of projects to implement according to the breakthrough policies of Resolution 98 to create diffusion and implement immediately in 2024.
Concluding the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen assessed that since the resolution took effect, agencies have implemented it quickly and methodically with the highest determination and effort.
Regarding difficulties and shortcomings, the head of the Ho Chi Minh City Party Committee emphasized that the locality needs to continue to take the initiative in matters within its authority. Regarding problems within the authority of the Government Steering Committee on the implementation of Resolution 98, the city needs to continue to advise, raise awareness, consciousness, and responsibility in taking advantage of special policies.

The Secretary of the Ho Chi Minh City Party Committee also shared that before Resolution 98, the city's apparatus was somewhat overloaded with work. Currently, the city needs to overcome a bigger challenge, which is to implement special and outstanding mechanisms and policies.
Mr. Nguyen Van Nen also emphasized that this is not a choice but a mission and responsibility of the economic locomotive of Ho Chi Minh City. The city has been assigned this important responsibility by the Politburo through Resolutions, so it must strive to do it.
"Luckily, up to now, no one has given up halfway, no department director has "run away". This means that we are still determined to stick with it, even though it is difficult, we will find a way to do it", the Secretary of the Ho Chi Minh City Party Committee commented.
The leaders of the Ho Chi Minh City Party Committee also noted that Ho Chi Minh City is the economic center and the leading urban area of the country, so it must face many challenges. Therefore, with Resolution 98, the city cannot make everything better immediately but must resolutely overcome difficulties to achieve results.
