
Removing difficulties and obstacles in the construction and development of social housing
The draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development presented by Deputy Minister of Construction Nguyen Van Sinh stated that the development of the Resolution aims to speed up progress and shorten the investment time for construction of social housing projects. Promoting the development of social housing, while helping low-income people have access to suitable housing, associated with the completion of the goal of implementing the Project: "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030"...

The Draft Resolution consists of 16 articles, stipulating the scope of regulation, subjects of application and principles of application. Establishing the National Housing Development Fund; approving the investment policy and assigning the investor of the social housing project not using public investment capital; approving the investment policy and assigning the investor of the housing construction investment project for the people's armed forces not using public investment capital; assigning the investor of the social housing construction invested in construction using trade union financial resources; establishing, appraising and approving the detailed planning of the social housing construction investment project...
Clarifying the legal status and organizational model of the National Housing Development Fund
The report on the review of the draft Resolution by Vice Chairman of the Committee on Law and Justice Hoang Van Lien stated that the Committee agreed with the necessity of issuing this Resolution.
However, the draft Resolution adds 3 new contents and policies compared to the Conclusion of the Politburo. Therefore, the Committee proposes to report and ask for the direction of the Politburo; study and supplement the inspection, supervision, post-inspection, and violation handling mechanisms to properly implement the Conclusion of the Politburo which is "Strengthening the supervision mechanism, preventing corruption and negativity, thoroughly preventing and combating waste".
Regarding investment procedures for social housing construction (Article 9), the Committee basically agrees with the reduction of investment and construction procedures in this Article; at the same time, it requests the drafting agency to conduct additional research to clarify solutions to control and ensure the quality of social housing; review the content that needs to be assigned with detailed regulations for suitability and feasibility...

Regarding the rental of social housing by enterprises, cooperatives, cooperative unions, and public service units (Article 12), it is proposed not to expand the scope of social housing to include "experts" to ensure compliance with the policy goals of the Party and State, which is to focus on developing social housing for low-income people.
At the same time, it is recommended to study and supplement regulations on state agencies being allowed to rent social housing to arrange for their civil servants to live, especially in localities implementing mergers, to facilitate the performance of official duties by these subjects.
The National Assembly Standing Committee basically approved the issuance of the National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development to create a complete, synchronous, and unified legal corridor, removing difficulties and obstacles in the construction and development of social housing, meeting the current requirements of rapid development.
However, Permanent Deputy Head of the People's Aspirations and Supervision Committee Le Thi Nga suggested that it is necessary to add a monitoring and inspection mechanism to prevent and combat corruption and negativity in implementation.
The majority of the members of the National Assembly Standing Committee agreed to the establishment of the National Housing Development Fund (Article 4). However, Vice Chairman of the National Assembly Tran Quang Phuong proposed clarifying the legal status and organizational model of the Fund to have a basis for assigning the Government to stipulate in detail; clarifying the Fund's expenditure tasks to ensure that the Fund's expenditure tasks do not overlap with the expenditure tasks of the state budget, ensuring strictness, avoiding loopholes, loss and waste.

Some opinions suggested that the current draft Resolution is still a bit long and needs to be written more concisely and concisely, for example, it is only necessary to stipulate the order of priority assigned to investors, and the Government will specify the details of the priority, the Vice Chairman of the National Assembly noted.
Concluding the working session, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the National Assembly Standing Committee requested the Government to continue to study, supplement, and absorb the opinions of the Committee on Law and Justice, and to supplement more specific impact assessment contents for specific policies that the National Assembly has allowed to pilot. Especially financial resources, capacity, conditions, and ability to implement policies, the issuance of detailed regulations, and the assignment of the Government to have mechanisms and solutions to prevent loopholes, negativity, and corruption, and to avoid taking advantage of policies, causing loss, waste, and negativity.
The Vice Chairman of the National Assembly suggested that the Government fully absorb the opinions of the National Assembly Standing Committee and complete the draft Resolution in the direction of correctly regulating issues under the authority of the National Assembly, creating conditions for the Government to flexibly operate.
