Striving to complete 3,000 km of highways by 2025

(MPI) – The Government Office has just issued Notice No. 564/TB-VPCP dated December 19, 2024 on the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 15th meeting of the State Steering Committee for important national and key projects and works of the Transport sector.

In the Notice, the Prime Minister, Head of the Steering Committee, assigned the Ministry of Planning and Investment (the standing agency of the Interdisciplinary Appraisal Council) to be responsible for urging and speeding up the appraisal of dossiers, including the Tan Phu - Bao Loc, Hoa Lac - Hoa Binh projects and the renovation and upgrading of National Highway 6 through Xuan Mai - Hoa Binh; to be completed in December 2024.

The People's Committees of Thai Binh, Lam Dong, Binh Phuoc and Hoa Binh provinces proactively and actively coordinate with relevant agencies, determined to accelerate the completion of procedures for investment projects under the public-private partnership (PPP) method according to regulations; proactively coordinate with the Ministry of Planning and Investment to receive guidance on procedures for selecting investors (including the form of appointing investors) according to new regulations of the Law on Bidding, Law on PPP..., striving to start construction of the projects Tan Phu - Bao Loc; Bao Loc - Lien Khuong, Ninh Binh - Nam Dinh - Thai Binh - Hai Phong, Gia Nghia - Chon Thanh in February 2025.

Regarding some local proposals and recommendations, regarding the proposal of the People's Committee of Tuyen Quang province to allocate capital for the Tuyen Quang - Ha Giang Project, the Prime Minister agreed in principle to supplement a portion of capital from increased revenue and savings on regular expenditures of the central budget in 2024 for the Tuyen Quang - Ha Giang project, the section passing through Tuyen Quang province. At the same time, the Ministry of Planning and Investment was assigned to preside over and coordinate with the Ministry of Finance and the Ministry of Transport to advise competent authorities in accordance with the provisions of law; the People's Committee of Tuyen Quang province promoted the spirit of self-reliance, made maximum efforts in allocating local budget and other legal sources to implement the Project to ensure progress.

The Ministry of Planning and Investment and the Ministry of Transport instructed Tuyen Quang and Ha Giang provinces to immediately carry out procedures to prepare documents to submit to competent authorities for approval to adjust and expand the project to 4 complete expressway lanes, and submit them no later than the first quarter of 2025.

Regarding the project appraisal time according to the report of the People's Committee of Hoa Binh province, the Ministry of Planning and Investment (the standing agency of the Appraisal Council) when proposing to establish an Appraisal Council for investment projects should pay attention to the direction of streamlining to include only a number of ministries, branches, necessary agencies and experts (if necessary), requiring a clear deadline for specific comments, if the deadline is not met, it is considered as agreed and full responsibility for not responding on time (clearly stipulated in the Decision to establish the Appraisal Council)./.
