At the recent 2023 meeting and dialogue with workers in the capital, Mr. Le Dinh Hung, member of the Executive Committee of the Vietnam General Confederation of Labor, Vice President of the Hanoi City Labor Federation, said that in 2022, the average salary of workers in the city increased compared to 2021; the average income of workers reached 6.6 million VND/month. In the first quarter alone, the average income of workers was 7 million VND/month.

However, the above income level of workers still cannot meet the minimum living needs. Due to inflation, workers have to bear many expenses such as renting a room, childcare, high prices of consumer goods...; it is even more difficult for workers working in industrial parks and export processing zones.
In addition, according to Mr. Hung, there is currently a lack of public welfare facilities such as public kindergartens; cultural houses, sports areas, entertainment areas, etc. serving workers in concentrated industrial parks are almost non-existent.
"In particular, there is a shortage of high schools, and the mechanism is that only students with household registration in Hanoi are eligible to register for public high schools. This causes frustration and more difficulties for migrant workers who have to send their children to private high schools with expensive tuition fees that are not suitable for workers' income levels," said Mr. Hung.
Mr. Nguyen Quang Dong, Vice Chairman of the Trade Union of Yamaha Motor Vietnam Co., Ltd., made a recommendation at the meeting.
Presenting a proposal at the meeting, Mr. Nguyen Quang Dong, Vice President of the Trade Union of Yamaha Motor Vietnam Co., Ltd., said that due to the need for economic development, Hanoi needs a lot of workers from other provinces and cities. When workers from other provinces come to Hanoi to work and temporarily reside in districts, they get married and their children are born and raised in their temporary residence. The children are accepted by public schools in the area from kindergarten, primary school to secondary school.
However, when taking the high school entrance exam, workers' children are not allowed to register for the exam and study at public schools in the city, but can only study at private schools, continuing education centers, vocational education centers in Hanoi or must be sent back to their hometown to study.
"We see this as discrimination and unfair treatment among the city's labor groups. So, we respectfully request that the city consider this matter, so that out-of-town workers who are temporarily residing in the city can work with peace of mind and create fairness for their children," Mr. Dong expressed.

Regarding the issue of education for children of workers in industrial parks, Chairman of the Hanoi People's Committee Tran Sy Thanh acknowledged that what Mr. Pham Xuan Tien just said was very "grandiose" and the general opinion is to agree with this opinion; however, there needs to be a roadmap and approach to be fair and harmonious, so as not to reverse the policy.
