Previously, at around 9:00 a.m. on April 7, 2024, Dai Yen Ward Police received a black handbag picked up by a local resident. Checking the bag, they found 1 passport, 1 visa, 1 citizen identification card, 1 plane ticket and 4 membership cards all bearing the name Chu Shu Chiung (born in 1965, Taiwanese - Chinese nationality). Determining that this was a case with foreign elements, after receiving the items according to procedure, Dai Yen Ward Police reported to the City Police leadership and discussed with the Security Team about the content of the above case.

By professional measures, at around 11:00 a.m. the same day, the identity and location of the foreigner who left the belongings were determined. The ward police proactively contacted and invited the foreigner to the headquarters to return the property. According to Ms. Chu Shu Chiung, at around 1:30 p.m. on April 6, 2024, she and a tour group took photos in the Sun Wheel area, part of the Sun World tourist area, and left their travel bag there. At around 3:30 p.m. the same day, Ms. Chu Shu Chiung discovered that she had left her belongings in the photo area.
After receiving all her belongings, Ms. Chu Shu Chiung expressed her happiness and thanked the officers and soldiers of Dai Yen Ward Police in particular and Ha Long City Police in general for helping her find her property.
