Police take over the task of managing drug addiction treatment and post-treatment

DTO - On the morning of February 26, General Luong Tam Quang - Politburo member, Minister of Public Security chaired an online conference on receiving the task of state management of drug addiction treatment and post-treatment management. Implementing the plan to reorganize and streamline the apparatus, the Government transferred the state management function of drug addiction treatment and post-rehabilitation management from the Ministry of Labor, War Invalids and Social Affairs (MOLISA) to the Ministry of Public Security. Up to now, the Ministry of Public Security has completed the Project to take over the state management task of drug addiction treatment and post-rehabilitation management from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security.

Regarding the implementation roadmap, the Drug Crime Investigation Police Department advised the Ministry's leaders to take over the task of state management of drug addiction treatment and post-rehabilitation management from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Public Security before February 28, 2025. Local police will organize the reception of the task of state management of drug addiction treatment and post-rehabilitation management from the Department of Labor, Invalids and Social Affairs before March 1, 2025.

Regarding the state management function, the ministerial level assigns the Drug Crime Investigation Police Department; the provincial level assigns the Drug Crime Investigation Police Department. Regarding local personnel, the local police receive a number of personnel who are working directly at drug rehabilitation facilities. The local police will receive the drug rehabilitation facility in whichever locality.

Drug Rehabilitation Centers are Team-level units under the Drug Crime Investigation Police Department; they have their own seals and accounts. The leadership and management structure of a Drug Rehabilitation Center includes: Head of the Center and no more than 3 Deputy Heads of the Center (equivalent to Team Leader, Deputy Team Leader); in case the Center has many sub-areas, an additional Deputy Head of the Center will be assigned to be in charge.

The provincial and municipal police are responsible for advising the Provincial Party Committee and the Provincial People's Committee to promulgate mechanisms and policies for implementing voluntary drug addiction treatment management at home, in the community and post-rehabilitation management at the local level. The Drug Crime Investigation Police Department is responsible for advising the Provincial Police Department's Board of Directors to direct, guide, inspect and urge the management of voluntary drug addiction treatment at home, in the community and post-rehabilitation management.

Concluding the conference, General Luong Tam Quang - Politburo member, Minister of Public Security requested that localities, after receiving the task, must immediately implement it, without interruption or disruption of work. During the process of receiving the task, if there are any difficulties or problems, they must report to the Ministry of Public Security for direction and guidance on resolution; at the same time, resolve policies and regimes according to legal regulations for those who do not meet the standards and criteria.
