This commitment was made within the framework of the Workshop on Dissemination of Commitment to Participate in the Global Family Planning Program by 2030, chaired by the Department of Population ( Ministry of Health ) in coordination with the United Nations Population Fund (UNFPA).

According to statistics, currently, 49.3% of women in Vietnam are using modern contraceptive methods. However, the rate of unmet family planning needs, that is, women who want to avoid pregnancy but do not have access to suitable methods, remains at 13.5%. This figure is even higher in some specific population groups, especially ethnic minority women living in remote areas with a rate of 17.7%. This shows that we are still not fully meeting the needs of key groups.
Vietnam’s FP2030 commitment aims to directly address these inequalities by expanding access in rural areas and ethnic minority communities, developing youth-friendly services that are relevant to their time of need, and ensuring that services are accessible to all without stigma and judgement. At the same time, it marks a historic step forward in Vietnam’s longstanding leadership role in sexual and reproductive health and rights.

Speaking at the workshop, Permanent Deputy Minister of Health Do Xuan Tuyen affirmed that the Party and State of Vietnam always pay attention to population work and have adjusted policies to suit the context and actual situation in the country as well as in the world . Resolution No. 21-NQ/TW of the 6th Conference of the 12th Party Central Committee on population work in the new situation, which sets the goal of "All women of childbearing age have convenient access to modern contraceptive methods; reduce by 2/3 the number of adolescents and young people with unwanted pregnancies". It shows that family planning continues to be an important content of population work.
Therefore, according to Deputy Minister Do Xuan Tuyen, participating in international agreements, including FP2030, is one of the activities that helps the Vietnamese Government fulfill the goals of Resolution No. 21-NQ/TW on population work in the new situation, Vietnam's Population Strategy to 2030, the Program to strengthen, develop and improve the quality of family planning services to 2030 and the sustainable development goals (SDGs).
Also at the workshop, Mr. Matt Jackson - UNFPA Representative in Vietnam and Ms. Sumita Banerjee - FP2030 Regional Executive Director for Asia - Pacific gave a presentation on Vietnam's journey towards comprehensive reproductive rights. In it, they shared the story of Ms. Hien - a 22-year-old H'Mong woman, who traveled more than 15km to the commune health station to get advice on family planning options, in order to decide with her husband the right time to have children.
Hien’s story epitomizes Vietnam’s national commitment to reproductive rights and universal access to family planning. Vietnam’s commitment to FP2030 reflects the voices of women like Hien, who aspire to take control of their future and contribute to the development of their families and communities.

The paper also emphasized that family planning is the right to decide whether, when, how many children to have and with whom. It is the right to be cared for in a safe, respectful and humane manner, regardless of where one lives, ethnicity, gender identity or economic status. Above all, it is the right to choose – the foundation of reproductive rights and gender equality.
Through the launch of the FP2030 commitment, Vietnam is outlining a clear roadmap to comprehensively implement the following goals: Increasing access to modern contraceptive methods, based on the spirit of voluntariness; Reducing unwanted pregnancies among adolescents; Improving the quality of family planning services; Increasing the provision of non-clinical contraceptive methods; Increasing the provision of clinical family planning services at commune and district levels; Increasing propaganda and mobilizing people to implement family planning and use contraceptive methods; Ensuring resources to provide quality family planning services.

Congratulating Vietnam on this milestone, Ms. Sumita Banerjee commented: “Vietnam’s FP2030 commitment demonstrates bold leadership and a people-oriented vision. This initiative will contribute to reducing the unmet need for family planning, preventing unwanted teenage pregnancies, empowering young people and protecting the reproductive rights of women and girls nationwide.”
According to Mr. Matt Jackson: “Access to and use of quality and voluntary family planning services is a basic human right. It is the foundation for gender equality, poverty reduction and sustainable development. Today’s commitment shows that Vietnam continues to lead in putting people, especially young people, at the heart of national development, to achieve the target of significantly reducing maternal mortality and reducing unmet need for family planning by 2030.”
Investing in family planning is not only the right thing to do, it is also one of the most valuable investments a country can make. UNFPA estimates that every US$1 invested in family planning and maternal health in developing countries returns US$8.40 in economic benefits to families and societies – through reduced health care costs, increased labor market participation, and improved education and lifetime earnings for women and girls.
