The Ministry of Home Affairs proposed to increase the age of sending people for master's training to 45 years old and the commitment period for officials, civil servants and public employees to work at agencies and units to increase by 3 times.
Accordingly, the Ministry of Home Affairs proposed to supplement regulations on conditions for sending people to study for a second university degree to meet the demand for high-quality human resources suitable for training fields associated with science and technology and digital transformation.
Specifically: have at least 2 years of working experience and 2 consecutive years before being sent for training to complete the task well; not over 35 years old from the time being sent for training; have a commitment to perform tasks and public service at the agency or unit after completing the training program for at least 3 times the training time; the training major is suitable for the requirements.
In addition to the previous regulations on working time, the draft Decree stipulates the conditions for civil servants to attend postgraduate study, including: not being over 45 years old from the time of being sent for postgraduate training for the first time; having a commitment to perform tasks and public service at the agency or unit after completing the training program for a period of at least 3 times the training period.
The Ministry of Home Affairs explained the regulation to increase the age of sending people for master's training to 45 years old and the commitment period for civil servants to work at agencies and units to increase by 3 times to match the retirement age which has been extended according to the provisions of the 2019 Labor Code. At the same time, it ensures that there are strong enough sanctions to retain civil servants to continue working at the agencies and units sending them to study after they complete the training course.
The draft Decree stipulates that people sent for training using the State budget or funding from the management agency or the unit employing civil servants must compensate for training costs if: they voluntarily drop out of school or leave their job during the training period; are not granted a graduation certificate by the training institution; have completed the training course and been granted a graduation certificate but quit their job before serving the required committed time.
