On Sunday afternoon, December 1, 2024, at the Ministry's headquarters, the Ministry of Home Affairs held a December 2024 work conference. Comrade Pham Thi Thanh Tra - Member of the Party Central Committee, Secretary of the Party Committee, Minister of Home Affairs chaired the conference.

Attending the Conference were Deputy Ministers: Trieu Van Cuong, Vu Chien Thang, Truong Hai Long; heads of affiliated units; representatives of the Standing Committee of the Party Committee of the Ministry; Office of the Party Committee of the Ministry; representatives of the Youth Union of the Ministry of Home Affairs.

Speaking at the opening of the December 2024 working conference of the Ministry of Home Affairs on Sunday afternoon, just 3 hours after the end of the National Conference to disseminate and summarize Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks, Minister Pham Thi Thanh Tra emphasized that at the National Conference connected to 14,535 online bridges nationwide with over 1.3 million delegates attending the Conference, General Secretary To Lam affirmed that streamlining the organization of the political system is a very urgent issue, must be done immediately, the sooner it is done, the more beneficial it is for the people and the country.

This is a revolution in streamlining the apparatus of the political system, "not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system". Streamlining the apparatus organization goes hand in hand with streamlining the payroll, restructuring the team of qualified and capable cadres. Streamlining "does not mean mechanically cutting down, but eliminating unnecessary positions, reducing ineffective work, thereby focusing resources on key areas, on truly worthy and suitable people".

Minister Pham Thi Thanh Tra said that the timelines have been set very specifically by the Central Government. The Ministry of Home Affairs plays an advisory role to the Central Steering Committee as well as the Government Steering Committee on the reorganization of the Government apparatus. The reorganization of the state administrative sector will be a premise for the Ministry to continue to advise and guide the reorganization of the administrative apparatus of local governments. This is the most difficult and complicated task, but it is also a very important responsibility that the Ministry of Home Affairs is honored to be assigned by the Politburo, the Central Executive Committee of the Party, the Government, and the Prime Minister .

Minister Pham Thi Thanh Tra requested that the heads of units under and directly under the Ministry of Home Affairs from now on proactively do a good job of propaganda, unify ideology and awareness in the entire unit, and be determined to join hands and join hearts to complete the assigned tasks well. Delay is a mistake towards the people. In that process, it is certain that individual cadres, party members, civil servants, public employees, and workers in the Ministry of Home Affairs must make sacrifices and suffer disadvantages to contribute to the great cause of the Ministry and the Home Affairs sector; if necessary, they will work overtime, outside of normal working hours, on Saturdays and Sundays to complete the assigned tasks on schedule with the best quality; happily comply with the organization's assignments and decisions, and be ready to go to battle and win, for the goal of developing the country to become rich and strong in the new era.

Reporting at the Conference, Chief of the Ministry Office Vu Dang Minh said that in November 2024, despite the large workload, under the close and drastic direction of the Minister and Deputy Ministers, together with the efforts and determination of the units, the Ministry of Home Affairs focused on completing the tasks assigned by competent authorities. Regarding institutional work, the Government submitted 02 dossiers proposing to develop the Law on Government Organization (amended) and the Law on Organization of Local Government (amended); submitted to the Politburo the Project to summarize 10 years of implementing Directive No. 34-CT/TW dated April 7, 2014 on continuing to innovate emulation and reward work and promulgating a Directive on emulation and reward work in the new situation; submitted to the National Assembly for approval the Resolution on the establishment of Hue city directly under the Central Government and the Resolution on the organization of urban government in Hai Phong city at the 8th session of the 15th National Assembly; Submit to the Standing Committee of the National Assembly for approval of 12 Resolutions; submit to the Prime Minister for issuance of 04 Decisions.

Advised the Prime Minister to establish a Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the 6th Central Conference, 12th tenure and prepared documents for the 1st meeting of the Steering Committee; advised on content, documents and prepared necessary conditions for the Minister to attend the 2nd session of the 8th session of the 15th National Assembly and reported to the Prime Minister on the following groups of issues: (1) Law on Government Organization, (2) Law on Organization of Local Government, (3) Resolutely resolving the work of arranging public service units of ministries and ministerial-level agencies; (4) Mechanisms and policies to attract talented people to the public sector and worked with the National Assembly's Ethnic Council's Supervisory Delegation on the implementation and results of policies and laws on personnel work for ethnic minority cadres in the period 2016-2023. Submitted to the Standing Committee of the National Assembly the Project on the arrangement of administrative units at district and commune levels for the period 2023-2025 for 51/51 localities implementing the arrangement. Submitted to the Minister for promulgation of Guidelines for rewarding achievements in the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" and Guidelines for rewarding outstanding achievements in the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; organized a conference on personnel work to implement the process of introducing personnel to appoint leaders of the Ministry of Home Affairs and leaders of units under and directly under the Ministry for the term 2021-2026; units have been focusing on organizing the assessment and classification of collectives and individuals in 2024.

At the Conference, Deputy Minister Truong Hai Long, Deputy Minister Vu Chien Thang and leaders of units under the Ministry gave their opinions to complete the draft Report on the results of the work tasks in November; at the same time, contributed opinions to effectively implement the work tasks in December 2024 of the Ministry of Home Affairs.

Concluding the Conference, Minister Pham Thi Thanh Tra highly appreciated the results achieved in November; at the same time, reviewed some outstanding results achieved such as: Completing the arrangement of administrative units at district and commune levels for the period 2023 - 2025, this is the most difficult task of the whole year 2024; Urgently advising the Government to issue Decision No. 1403/QD-TTg dated November 16, 2024 to establish a Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, term XII "Some issues on continuing to innovate and arrange the apparatus of the political system to be streamlined, effective and efficient" and advising on the organization of the first meeting of the Steering Committee; Advising the Central Steering Committee and the Central Organizing Committee on the implementation of the arrangement of the administrative block; advising on policies and regimes, handling surplus public assets, and many other related matters in the process of restructuring the apparatus; advising on many reporting contents, preparing well the projects, submitting to the National Assembly for consideration and approval of the dossier and project to establish Hue city directly under the Central Government; dossier of the draft Resolution on the organization of urban government in Hai Phong city at the 8th Session of the National Assembly; submitting to the Standing Committee of the National Assembly for approval of 12 Resolutions; submitting to the Prime Minister for promulgation of 04 Decisions; submitting to the Government 02 dossiers proposing to develop the Law on Government Organization (amended ) and the Law on Local Government (amended)... However, the Minister also frankly pointed out the shortcomings and limitations that need to be focused on overcoming in the coming time.

Regarding the tasks of December 2024, in addition to the tasks set out in the draft Report, the Minister emphasized and requested that the units under the Ministry need to focus highly and urgently complete all tasks assigned by competent authorities in 2024 before December 15, 2024, prepare to organize the Conference to summarize the work in 2024 and deploy the tasks in 2025 of the Home Affairs sector, quantify the work that needs to be completed to assign work scientifically, clearly define people, clearly define tasks, clearly define products, and clearly define responsibilities for heads of units to each civil servant, public employee, and worker, meeting the urgent requirements of the revolution to streamline the apparatus of the political system.

Heads of units are responsible to the Minister and Deputy Minister in charge for the progress, quality and results of performing tasks assigned by competent authorities; tighten discipline and administrative discipline; Urgently complete the organization of assessment and classification of quality and level of task completion of collectives and individuals in 2024, consider emulation and rewards in 2024 and propose rewards according to the Ministry's Regulations.
