Innovation, improving the quality of personnel work

At the meeting, delegates listened to the draft report on the inspection results of the Working Group. The draft content assessed that the organization and implementation of personnel work in accordance with the spirit of the Resolution of the 13th National Party Congress and Resolution 26-NQ/TW, dated May 19, 2018 of the 12th Party Central Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks of the Party Committee of the Ministry of Culture, Sports and Tourism in the past time has achieved many positive results.

Head of the Central Internal Affairs Commission Phan Dinh Trac highly appreciated the results achieved by the Party Committee of the Ministry of Culture, Sports and Tourism in recent times.

The Party Committee of the Ministry of Culture, Sports and Tourism has paid attention to leading, directing, and implementing tasks on personnel work in accordance with the spirit of the Resolution of the 13th National Party Congress and Resolution No. 26-NQ/TW of the Central Committee related to the functions and tasks of the Ministry. Plans have been issued to study, disseminate, and implement Resolution No. 26-NQ/TW, the Government's Action Program to implement Resolution No. 26-NQ/TW, and the Politburo's regulations on personnel work, power control, and prevention and combat of corruption and negativity in personnel work.

The Ministry has directed the promulgation and advised on the promulgation of nearly 30 legal documents with contents related to organization and personnel work to concretize the regulations of the Party and the State in accordance with the actual situation of the Ministry and the Culture, Sports and Tourism sector; especially regulations on organizational structure, job positions, civil servant and public employee payroll; consideration and examination for promotion of professional titles of civil servants; professional title standards and salary classification of cultural sector civil servants; standards for leadership and management titles of the Sector...

Along with that, the Ministry has issued more than 20 regulations and rules on organization, personnel and professional codes of conduct in a number of areas of the Ministry. In particular, the Resolution of the Party Executive Committee on continuing to build a team of civil servants and public employees of the Ministry of Culture, Sports and Tourism with sufficient qualities, capacity and prestige, equal to the tasks in the new situation. This is the first specialized Resolution on organization and personnel work. The Resolution has put forward viewpoints, goals, tasks and solutions to implement the building of a team of civil servants and public employees of the Ministry of Culture, Sports and Tourism by 2030.

The Party Committee of the Ministry of Culture, Sports and Tourism has also paid attention to leading and directing innovation and improving the quality of cadre assessment, recruitment of civil servants and public employees; implementing policies to attract and promote talents, creating a source of civil servants and public employees from excellent graduates according to Decree No. 140/2017/ND-CP of the Government; piloting examinations for leadership and management positions; preferential mechanisms for special recruitment to work at public sports facilities... contributing to perfecting the organization, apparatus and staff of the Ministry and industry towards streamlining, effective and efficient operations.

Regarding political, ideological, ethical and lifestyle education for cadres and Party members, the Party Committee of the Ministry of Culture, Sports and Tourism has led and directed agencies and units under the Ministry to regularly carry out political, ideological education, Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines and policies, and the State's laws; and moral and lifestyle education for cadres, Party members, and civil servants. Every year, the organization organizes each cadre and Party member to fulfill the commitment to self-cultivation, training, qualities, will, ethics and lifestyle; there is no sign of self-evolution or self-transformation. The Party Committee of the Ministry, the Party Committee's Inspection Committee and Party organizations at all levels regularly inspect and supervise the implementation of commitments by cadres and Party members.

The work of the Ministry of Culture, Sports and Tourism's staff has had positive changes.

Speaking at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that after the Politburo announced the inspection by Inspection Team 889, the Party Committee of the Ministry of Culture, Sports and Tourism realized that this was a responsibility and an inspiration because through the inspection work, the Committee would see the advantages that need to be promoted as well as the shortcomings that need to be overcome. From there, it will build a team of cadres, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task.

Overview of the working session

The Minister emphasized that the Working Group had worked seriously, fairly, and openly, in accordance with Party regulations, and had shared the difficulties of a Ministry with its own characteristics. The Minister said that he was pleased with the Inspection Group's correct assessments of the actual situation, showing that the Ministry's personnel work had had positive changes, the apparatus had been streamlined in a streamlined and efficient direction, and the quality of the staff had gradually met the requirements of the task. The Minister said that regarding some shortcomings and limitations that the Working Group had pointed out, the Ministry would develop a program and plan and immediately include them in the tasks to be implemented from 2024 to overcome the personnel work as soon as possible.

In his concluding remarks at the working session, Head of the inspection delegation Phan Dinh Trac assessed and acknowledged the results achieved by the Party Committee of the Ministry of Culture, Sports and Tourism in the past time. Notably, the Party Committee of the Ministry issued a specialized Resolution on personnel work to concretize Resolution No. 26-NQ/TW; completed the assigned tasks according to Plan No. 10-KH/TW of the Politburo and the Government's Action Program to implement Resolution No. 26-NQ/TW; completed the list of job positions of the Ministry and the Culture, Sports and Tourism sector; streamlined the apparatus and payroll; recruited and appointed officials in conjunction with decentralization and delegation of authority; and made many innovations in the evaluation of officials...

Regarding the tasks in the coming time, the Head of the Central Internal Affairs Committee requested the Party Committee of the Ministry of Culture, Sports and Tourism to urgently develop a plan to overcome the limitations and shortcomings pointed out by the Inspection Team; pay attention to perfecting the team of leaders and managers of the Ministry; strengthen discipline and order in the performance of public duties of officials and civil servants; regularly pay attention to political, ideological, ethical and lifestyle education for officials, party members, civil servants and public employees in the Industry; continue to complete the tasks according to the Resolution of the Party Committee implementing Resolution No. 26-NQ/TW; direct the review and assessment of the implementation of the goals, tasks and solutions stated in Resolution No. 26-NQ/TW according to the functions and tasks of the Ministry; continue to research and have policies to attract officials in the specific fields of the Ministry such as museums, tourism, heritage, arts, sports, etc.; Pay attention to directing the implementation of newly issued regulations in personnel work, especially regulations on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good.
