The Central Party Office has just announced the conclusion of General Secretary To Lam at a working session with the Government Party Committee, ministries, and branches on public health care and future orientations.

At the meeting, the General Secretary concluded: in response to the country's development requirements in the new era, public health care work needs to aim at building a healthy Vietnam, where all people can live long, healthy, and happy lives.
Regarding specific policies that need to be implemented immediately, the announcement of the Party Central Committee Office said that the General Secretary assigned the Government Party Committee to direct the research and development of a project with a roadmap to gradually reduce the burden of medical costs for people, moving towards free hospital fees for all people in the period from 2030 to 2035. Review programs, plans, and projects related to people's health care to supplement and amend them to suit the new situation.
The General Secretary requested the Government Party Committee to direct the Ministry of Health Party Committee to urgently develop and complete the National Target Program on health care, population and development for the 2026-2035 period, and submit it to the 15th National Assembly for approval (at the 10th session).
The General Secretary also concluded that the policy of periodic health check-ups for the people should be implemented at least once a year. The Party Committee of the Ministry of Health was assigned to develop a specific project and report to the Government for direction on implementation as soon as possible. Issues beyond the authority should be reported to the Politburo for direction.
Building a resolution of the Politburo on breakthroughs in people's health care
The General Secretary also requested the Government Party Committee to lead and direct the Party Committee of the Ministry of Health and ministries and branches to urgently research and implement the improvement of the health sector's organizational system from the central to grassroots levels in accordance with the 2-level local government organization model, associated with a clear and effective health technical stratification model, ensuring inheritance and mutual support between professional levels.
Special attention should be paid to strengthening and improving the capacity of grassroots health care. This is the health care line closest to the people, playing the role of "gatekeeper" of the health system. It needs to be comprehensively strengthened to ensure the functions of primary health care, prevention, chronic disease management, early detection and initial treatment, periodic health check-ups, updating the use of electronic health records... The grassroots health system must be stronger, have enough capacity, enough people, enough technology, and must be a place where people place their trust.
The General Secretary requested to accelerate the progress of digital transformation tasks in the field of people's health care, soon complete electronic health books nationwide, deploy electronic medical records, synchronize health data connection; share, recognize and use examination and treatment results between medical examination and treatment facilities, between sectors and levels... The Ministry of Health researches and evaluates the project on a digital database model integrating the development process of each individual to implement if appropriate and effective.
The Government Party Committee is assigned to direct the Party Committee of the Ministry of Health to preside over and coordinate with the Central Policy and Strategy Committee and relevant agencies to research and develop a resolution of the Politburo to lead and direct to create a breakthrough in people's health care, meeting the requirements of national development in the new era.
The General Secretary noted that this resolution is similar to Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The new resolution does not replace existing resolutions, directives, and conclusions, but focuses on solving new and major problems, bottlenecks, and bottlenecks, clearly defining goals, roadmaps, and specific responsibilities in public health care; completing the Politburo report in May 2025. At the same time, the Government Party Committee coordinates with the National Assembly Party Committee to prepare for institutionalization in the upcoming National Assembly session as well as financial and budgetary preparations.
