Ethnic work in Ba Ria - Vung Tau province: Outstanding results from implementing the Resolution of the 3rd Ethnic Minority Congress

Preserving and promoting national cultural values

There are currently 38 ethnic minorities living in Ba Ria - Vung Tau province, with 33,856 people (accounting for nearly 3% of the province's population). The largest group is the Chinese, followed by the Cho Ro ethnic group. Sharing about the outstanding results in implementing the Action Program and Resolution Letter of the Congress of Ethnic Minorities of Ba Ria - Vung Tau province, term III (2019 - 2024), Mr. Do Dinh Quoc - Head of the Provincial Ethnic Minorities Committee said: In the period of 2019 - 2024, the province has allocated 815,026.7 million VND to implement programs, projects, and investment policies to develop infrastructure in areas with particularly difficult socio -economic conditions and areas with a large population of ethnic minorities.

Accordingly, the most outstanding achievement is the investment in preserving and promoting cultural values, which is contributing to improving the spiritual life of ethnic minorities in the area. Particularly for this field, the province has recently allocated 558 million VND to support traditional festivals and traditional New Year of ethnic groups such as Sen Dolta, Chol Chnam Thmay, Ka Te New Year, Incense Worshiping Ceremony...; supporting the collection and documentation of traditional cultural heritage of ethnic minorities with 58 folk songs, with musical notation and Vietnamese lyrics.

The province has also organized the restoration of festivals in the Cho Ro community activities, meeting the needs of tourists from all over to learn about the folk festival - the Op Yangva Festival, imbued with the Cho Ro ethnic identity; organized 3 training courses, professional development, teaching folk dances and songs to the Cho Ro ethnic children in the province with 133 participants. In the 2 years of 2023 - 2024, the province has organized 4 training courses, professional development, teaching folk dances and songs to the Cho Ro ethnic children in the province with 213 participants.

In addition, the Department of Culture - Sports - Tourism also launched the movement "Physical training following the example of great Uncle Ho" to improve the physical strength of ethnic minorities. Every year, the province launches the Ethnic Minority Sports Festival; at the same time, selects athletes with high achievements to participate in provincial sports festivals with folk sports such as: Tug of war, stilt running, stick pushing and crossbow shooting to participate in the national Ethnic Minority Sports Festival.

Improve the material life of ethnic minority communities

In order to promote production development among ethnic minorities and poor households living in extremely difficult communes and hamlets under Program 135 and the Socio-Economic Development Project for Ethnic Minorities, in recent years, the Provincial People's Committee has allocated 17,900 million VND to support production development for 3,517 ethnic households; at the same time, organized 43 training courses to transfer science and technology in cultivation and animal husbandry to beneficiaries.

Regarding the policy of encouraging the development of cooperation and association in production and consumption of agricultural products in Ba Ria - Vung Tau province, the province has approved 9 provincial-level association models/projects, of which 15 ethnic minorities participated in the association projects approved by the province, with a total area of ​​13.9 hectares.

From 2019 to 2024, the Provincial People's Committee has allocated over 678.7 billion VND to invest in 169 rural traffic works; irrigation works, electricity and water works serving the daily life of ethnic minority communities in the province. 102.6 billion VND has been allocated to directly support urgent needs for poor and disadvantaged ethnic minorities such as: building new and repairing 583 houses for poor ethnic minority households, worth 29.3 billion VND.

Repairing 276 dilapidated, leaky houses, with a total cost of 8.2 billion VND, Building 912 new hygienic toilets, with a total cost of 11.6 billion VND. Supporting the installation of electricity for 320 households, with a total cost of 2.4 billion VND. Supporting the installation of 798 water meters for 798 households without clean water, with a total cost of 7,844 million VND...

During the holidays, from the provincial budget, local authorities visited and presented gifts to 1,958 poor ethnic minority households, with a total amount of VND 2.5 billion. Supported 1,424 students with a total amount of VND 2.1 billion; visited and presented Tet gifts to 461 prestigious people with a total amount of VND 972.5 million.

With the motto "State support, People do it themselves, community help" for ethnic minority households that benefit from direct support policies to contribute to building more spacious and comfortable houses, the province has arranged 3.3 billion VND for 219 households to borrow counterpart capital from the social policy bank, specifically: 157 ethnic minority households borrowed counterpart capital to build houses, with an amount of over 3 billion VND and 62 households borrowed counterpart capital to develop production, with an amount of 290 million VND to build barns and feed for supported breeding animals.

In addition, the remaining households contributed with their own capital such as cash and labor, with a capital of over 9 billion VND to build houses and develop production.

Every year, the province issues a Plan to support labor market development, focusing on implementing policies to develop the labor market, connecting labor supply and demand, supporting the connection of domestic and foreign labor markets with the goal of improving the effectiveness of vocational training, creating jobs for workers, focusing on jobs for young people who have completed their military service, police service, volunteer youth who have completed their duties, ethnic minorities, etc.

Many traditional sports of ethnic minorities in the area are being preserved and promoted in the daily life of ethnic minorities.

From 2020 to the first 6 months of 2024, the province organized 24 job fairs and 1 job fair with the participation of 836 businesses and 14,933 workers. Thereby, 7,298 cases were pre-selected, contributing to creating additional jobs for 36,880 workers, many of whom were ethnic minorities.

In addition, implementing the new rural construction movement, as of June 2024, the whole province of Ba Ria - Vung Tau has 47/47 communes meeting new rural standards; 35/47 communes meeting advanced new rural standards and 8/47 communes meeting model new rural standards. Ba Ria - Vung Tau is striving to have 39 communes meeting advanced new rural standards and 14 communes meeting model new rural standards by the end of 2024. 6/8 district-level units (Dat Do, Long Dien, Chau Duc, Xuyen Moc districts, Phu My town, Ba Ria city) have been recognized by the Prime Minister for completing the task/meeting new rural standards, reaching 75%.

According to Mr. Do Dinh Quoc, Head of the Provincial Ethnic Committee, this result is due to the attention and responsibility of Party committees and authorities at all levels in implementing ethnic work and ethnic policies, and the province has focused on building a core force of prestigious people among ethnic minorities to act as a bridge between local Party committees and authorities and the people. Currently, the whole province has 46 prestigious people in ethnic minority areas, who are annually given timely training by the province to disseminate the Party's policies and the State's laws and policies to the people and promptly help convey their legitimate thoughts and aspirations to state agencies for timely resolution and resolution according to regulations.

In addition, focus on building and developing human resources of ethnic minorities. Currently, the province has 521 ethnic minority party members. In the period from 2019 to 2024 alone, 130 new ethnic minority people have been admitted.
