The working session was to grasp the situation of the operation of the two-level local government apparatus and the implementation of the Resolution of the Commune Party Congress for the 2025-2030 term.

Cu Jut commune was established on the basis of merging Tam Thang, Truc Son, Cu K'nia communes and Ea T'ling town. The whole commune has 50 village-level units with over 48,880 people.
After its establishment, the Party Committee Standing Committee proactively and promptly deployed tasks according to regulations, assigned tasks to Standing Committee members and Executive Committee members; at the same time, issued decisions to establish advisory and support agencies of the Party Committee, and directed the establishment of specialized agencies of the Commune People's Committee.

The commune currently has 128 cadres, civil servants, public employees, and workers. The work of arranging and assigning cadres, civil servants, and public employees to ensure that they are suitable for their professional qualifications, abilities, and work experience has been focused on from the beginning.
The operation of the two-level administrative unit model is basically smooth and stable. Administrative procedures are resolved quickly and without interruption.
The team of communal cadres and civil servants has a high sense of responsibility and political determination in striving to develop the locality.

Immediately after the 1st Congress, term 2025 - 2030, the Commune Party Committee focused on leading and directing the development of a plan for studying, disseminating, indoctrinating, and propagating; training programs, activities, regulations, action programs, and a number of related documents as prescribed.

However, the commune is currently facing some difficulties due to the lack of timely guidance documents on decentralization of authority; many new regulations issued in a short period of time lead to confusion when approaching and guiding people. Some commune officials are still limited in approaching work. Some interconnected procedures do not have specific coordination regulations...

At the meeting, Cu Jut commune proposed that the Provincial Party Committee soon issue regulations on personnel work according to regulations; direct the unification of processing, sending and receiving documents in the electronic environment. The Provincial People's Committee soon directs the allocation of funds to implement the payment of regimes and policies for cases that have been approved for leave according to Decree No. 178; have a mechanism to allocate and support investment funds, upgrade essential technical infrastructure and some key traffic routes and works; upgrade and standardize technology infrastructure, synchronized equipment at the Public Administration Service Center...

In his concluding remarks, Lam Dong Provincial Party Committee Deputy Secretary Luu Van Trung emphasized that in terms of organizational arrangement, Cu Jut's staff basically met the requirements. The majority of the staff were young, generally under 40 years old, with qualifications covering all core sectors and fields.
One of the requirements of the Central Government is to prevent brain drain, to prevent talented people from leaving the system. Therefore, commune-level cadres and civil servants need to be determined, responsible, and make efforts to learn in order to continue working and contributing.
The Deputy Secretary of the Provincial Party Committee pointed out that Cu Jut is a central commune with many party members, a large population, a developed economy , adequate infrastructure, and a team of high-quality local officials. Therefore, the locality needs to frankly recognize the limitations and "bottlenecks" in socio-economic development to overcome them.
Regarding the poverty reduction rate target for the 2025-2030 term, the commune needs to study and review it to be consistent with the province's plan; at the same time, it must be more determined and drastic in implementation, considering this as the responsibility of the Party Committee, the government, and cadres and Party members in the entire Party Committee.
As a locality with many favorable conditions, Cu Jut commune needs to take advantage of and promote all potentials and strengths to promote socio-economic development, striving to become the leading flag in the western region of the province.

Regarding the targets and tasks for the last months of 2025, the Deputy Secretary of the Provincial Party Committee requested that Cu Jut commune review, have specific solutions, and clearly assign tasks and responsibilities. In particular, the commune needs to develop a specific plan for each target, each key task, and breakthrough set out in the coming term to ensure "clear people, clear work, clear responsibilities, clear time, clear results, dare to think, dare to do, dare to make breakthroughs for the common good" to bring about the highest efficiency.
The locality needs to focus on four pillars: breakthroughs in science, technology and innovation; deep international integration; strong development of the private economic sector and comprehensive innovation in law-making and enforcement.
The Deputy Secretary of the Provincial Party Committee pointed out that in the transitional period, there are many tasks, some of which are new and unprecedented, leading to confusion and unfamiliarity among cadres and civil servants. Not to mention, the legal corridor, regulations, means, and connection systems are not smooth, which also affects the operation of the apparatus. Therefore, after 1 month of operation, the commune needs to encourage and motivate cadres and civil servants to unite, uphold the sense of responsibility, be bold, dare to think, dare to do to complete the assigned tasks well. At the same time, the locality needs to review the apparatus and people of each department and office to continue to arrange them reasonably, promote their strengths, and play the right roles.
