On October 30th, the 15th National Assembly held a plenary session to discuss the National Target Program on building new rural areas for the period 2021-2025, sustainable poverty reduction for the period 2021-2025, and socio -economic development in ethnic minority and mountainous areas for the period 2021-2030. A large number of voters in Hai Duong province followed the discussion session.

Satisfied with the discussion session, Mr. Tran Van Tang, Chairman of the People's Committee of Bach Dang commune (Kinh Mon town), said that all three National Target Programs and the opinions expressed in the assembly hall were very relevant. This shows that the National Assembly delegates have been thorough and have identified the issues arising in the practical implementation of the programs.

According to Mr. Tran Van Tang, the goals and criteria set out in the National Target Program for building new rural areas are very appropriate, and the results for the people are very clear. In fact, after a period of building new rural areas, Bach Dang commune has now completed the criteria for a model new rural area, with modern infrastructure, people have places for community recreation, and their spiritual lives have been improved... When starting to build new rural areas, the average per capita income of the people was 26.5 million VND; by 2023, it was estimated at about 84.6 million VND/person/year. Social welfare is given attention, and the people are enthusiastic. This result is thanks to the fact that the locality, in the process of implementing the Program, always put the people at the center, using the people's strength to care for the people, and sustainably reducing poverty.

From now until 2025, in order for the Program to achieve its set goals, Mr. Tran Van Tang proposed that funding and support for new rural communes must be timely. The government needs to pay attention to product procurement to increase the value of products produced by farmers. The purpose of the Program is to improve the quality of life for rural people; therefore, more attention should be paid to the elderly, policy beneficiary families, people with meritorious services, as well as near-poor households.

Regarding the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 and the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Regions for the period 2021-2030, Mr. Tran Van Tang proposed that the Government should pay attention to and implement regional planning, and develop policies for each region based on soil research. Each region, with its unique soil and climate characteristics, will be suitable for different types of production. At the same time, the Government needs appropriate policies to encourage reforestation among people in mountainous areas; and pay more attention to the material and spiritual well-being of students and teachers in mountainous regions.

According to Ms. Pham Thi Dao, Deputy Director of the Department of Agriculture and Rural Development of Hai Duong province, the opinions of National Assembly delegates accurately reflect the practical difficulties faced by localities in the implementation process. For example: Some guiding documents from some central ministries and agencies regarding the criteria for advanced new rural communes are not suitable; a mechanism for decentralizing power to localities in implementing the program needs to be issued; the criteria sets need to be revised and promulgated; attention should be paid to officials working on new rural development; localities need to be directed to disburse public investment capital and handle outstanding debts in basic construction; and investment capital should be extended…

Regarding the national criteria for new rural communes and advanced new rural communes, Hai Duong proposes reviewing and supplementing some indicators and criteria in the criteria for advanced new rural communes (such as: the criteria for health, the criteria for information and communication, and the criteria for planning). Specifically, regarding health, the indicators on the percentage of people participating in and using telemedicine applications and the percentage of the population with electronic medical records should be revised. Hai Duong also proposes reviewing and adjusting criterion 13 on cooperatives to better suit the local conditions.

To date, Hai Duong province has been recognized as having completed the new rural development program, with 43 communes recognized as advanced new rural communes and 4 communes recognized as model new rural communes. The New Rural Development Coordination Office under the Steering Committee for National Target Programs of Hai Duong province for the 2021-2025 period is actively reviewing and evaluating the communes that have registered to recognize additional communes that meet the criteria for advanced new rural communes and model new rural communes.
