Many voters assessed that the National Assembly deputies asked short, practical questions that went straight to the core issues; most deputies used their time appropriately to present their views. In addition to assessing the positive aspects, deputies also pointed out the shortcomings and limitations in the implementation of the programs, especially the situation where people do not have the will to improve themselves and "stick" to the poverty line to enjoy support policies. Many mountainous localities are not interested in building new rural areas because after completing the construction of new rural areas, they will no longer be in difficult areas and support policies will be cut; at the same time, they requested relevant units to find solutions to remove obstacles and effectively implement the National Target Program.
According to Mr. Le Van Goi, Deputy Director of the Department of Agriculture and Rural Development of Dong Nai, in 2021, when the Central Government had not yet issued the legal framework for the New Rural Development Program for the period 2021 - 2025, Dong Nai proactively implemented steps and proposed policies so that the construction of new rural areas took place regularly and continuously.

Mr. Le Van Goi said that Dong Nai has achieved many achievements, leading the country in building new rural areas. However, the rural environment is still not really sustainable, the implementation of waste classification at source is facing many difficulties. Localities have not yet implemented synchronously, standardized equipment, means, and technical infrastructure in the process of solid waste treatment. Some national highways and provincial roads passing through the districts still have solid waste that has not been collected and treated. Environmental pollution in the fields of production, livestock, and mineral exploitation areas still has many limitations.
In the coming time, central and local agencies need to pay attention to the issue of new rural construction in the urbanization process. Dong Nai has implemented a project to build new rural areas in the urbanization process in Trang Bom district; however, the implementation still faces many difficulties because suburban communes do not have their own set of criteria. If the National Criteria for Advanced New Rural Communes for the period 2021 - 2025 is applied to suburban communes, some contents are not suitable for the actual situation. The reason is that suburban communes have a large immigrant population, high mechanical population growth, creating great pressure on infrastructure, health care, education, culture, and environment.
According to Mr. Le Van Goi, the set of criteria for suburban communes, if available, will be an important tool for managing the establishment and implementation of planning for suburban areas. With this set of criteria, suburban areas will be properly identified with immediate and long-term opportunities and challenges and set out requirements to be implemented, in which priority will be given to environmental protection, increasing urban amenities (public space, technical infrastructure, trees, water supply) and protecting natural drainage space.
According to Mr. Le Van Goi, building a new rural area is a correct program that needs to be carried out continuously and for a long time. Therefore, it is recommended that the Ministry of Agriculture and Rural Development study and advise the Prime Minister to soon issue a legal framework for the New Rural Area Program for the period 2026 - 2030 so that localities can proactively implement it. Provinces must base on the New Rural Area Criteria for the period 2016 - 2020 to determine their goals. Issue new rural area criteria at the commune and district levels with a general orientation, throughout the period 2026 - 2035 (10 years) instead of the current 5-year period. During the implementation process, if there are any indicators and criteria that are not suitable to reality, they need to be promptly adjusted and supplemented.
Mr. Nguyen Van Linh, Vice Chairman of Xuan Loc District People's Committee, said that in reality, the National Target Programs have connections and interactions and need to continue to be implemented. In particular, the New Rural Development Program has had a positive impact on the implementation of the Sustainable Poverty Reduction Program and socio-economic development in ethnic minority and mountainous areas.
Mr. Nguyen Van Linh said that the current set of new rural criteria still has some shortcomings that need to be revised, for example, the criteria on the number of dead people who must be cremated. In addition, investment in clean water is necessary but needs a roadmap. Regarding poverty reduction, the State's support is limited and has a certain time limit, so the important and prerequisite thing is that the poor must have stable jobs, thereby escaping poverty sustainably. Currently, the economy is difficult, many workers in poor households have lost their jobs, so the problem of solving jobs for the poor has become a challenge for the locality.
