On the morning of April 11, continuing the program, the Provincial National Assembly Delegation held a conference to meet voters in the health sector.

After listening to the representative of the National Assembly Delegation of the province report on the program and expected content of the 9th Session of the 15th National Assembly; the results of the activities of the National Assembly Delegation since the 8th Session up to now, voters contributed many opinions expressing their thoughts, aspirations and recommendations to the National Assembly Delegates and relevant agencies, organizations and individuals in the health sector.

Pointing out the difficulties in drug bidding, voters said that although the legal regulations on bidding have been resolved, there are still many new points, so medical facilities have not fully grasped them to apply to procurement. The drug bidding process has many situations arising in the bidding process, leading to some items not being able to select the winning bidder.

Medical staff are trained in the field of medical examination and treatment, focusing on treatment, so there are still limitations in updating and systematizing legal documents guiding the field of bidding. Therefore, the organization and implementation at medical facilities face many difficulties and are prone to errors.

Regarding the recruitment and attraction of doctors, especially specialists to work at the district and commune levels, some opinions say that this work still faces many difficulties due to the inappropriate treatment policies for doctors in particular and medical staff in general at the grassroots level.

In addition, voters also suggested that the current policies are not suitable for psychiatrists, rehabilitation specialists, etc.; security guards at mental hospitals are currently taking on more tasks than other units (protecting order, property, protecting medical staff when examining patients, etc.), so there should be better treatment policies for this group.

Comments also warn of the widespread false advertising of functional foods on social networks, with many products having exaggerated effects, causing people to mistake them for treatment drugs. Voters recommend that the National Assembly and the Government soon issue strict sanctions to tighten advertising and control product quality, protecting consumer rights.

Some voters proposed increasing funding for medical activities, investing in and upgrading medical facilities and equipment, ensuring necessary conditions for medical examination and treatment; using and managing electronic medical records; re-planning the medical network, especially grassroots health care after implementing the policy of merging and rearranging administrative units at provincial and communal levels...

Concluding the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet said: The conference to contact voters on the health sector was organized by the Provincial National Assembly Delegation to prepare content to reflect and make recommendations to the Government, central ministries and branches, and to the National Assembly for the upcoming 9th Session of the 15th National Assembly.

This is also an important opportunity for voters in the health sector to directly reflect on problems and recommendations regarding medical examination and treatment policies, investment in facilities, health insurance, and social security for medical staff.

During the working session, the Provincial Delegation of National Assembly Deputies listened to and recorded 12 comments from representatives of medical facilities, leaders of the health sector and a number of related departments and branches such as the Department of Finance and the Provincial Social Insurance. The opinions, recommendations and proposals of the delegates were very practical, suitable for reality, and raised many outstanding issues that need to be resolved.

Appreciating the achievements and sharing the difficulties of the health sector in recent times, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Nguyet suggested that the health sector should encourage the team of doctors, especially those working at specialized and special hospitals to feel secure in their work; continue to promote initiative and courage to better fulfill their responsibility of taking care of people's health.

The opinions of voters at this conference will be compiled by the Provincial National Assembly Delegation and forwarded to departments, branches, units and competent authorities for consideration and resolution; and at the same time, reflected to the National Assembly and Central ministries and branches at the next session.
