Specifically, the Investigation Police Agency has initiated criminal proceedings on charges of receiving bribes, giving bribes and brokering bribes.
The defendants in the case include: Le Thi Anh Hong (born in 1976, residing in Ho Chi Minh City), prosecuted for bribery brokerage; Phan Van Anh (born in 1989, former police officer of Buon Don district, Dak Lak province) prosecuted for bribery; Le Anh Tai (born in 1978, residing in Buon Don district), Hua Chi Cuong (born in 1981, residing in Buon Don district), Huynh Van Binh (born in 1970, residing in Buon Don district), Huynh Thanh Giau (born in 1976, residing in Buon Don district) were also prosecuted for bribery.

According to sources, around 2018, Le Thi Anh Hong worked at Dr. Trung clinic (37 Nguyen Cong Tru, Tu An ward, Buon Ma Thuot city) directed by Mr. Bui Binh Trung (Le Thi Anh Hong's husband, currently divorced).
During this time, Hong discussed and suggested to a person named Nhu Y that if anyone needed a medical practice certificate, they should introduce it to Hong to receive a commission. After that, Nhu Y posted information on her Facebook account with the content "Support for issuing medical practice certificates".
Because they needed to get a practice certificate but did not know the procedure, Huynh Thanh Giau, Huynh Van Binh, and Hua Chi Cuong went on Facebook to find out and saw the information posted by Nhu Y so they contacted her. After being introduced, they contacted Hong directly to carry out the procedures.
In addition, through the introduction of an acquaintance, Le Anh Tai also contacted Hong to ask for a practice certificate.
Around February 2018, Hong contacted Phan Van Anh, an officer of Buon Don District Police, to help with the import procedures for these four cases into Buon Don District. Hong then continued to contact the Central Highlands General Hospital to request practice certificates for these doctors. After receiving the practice certificates, Hong submitted the doctors' applications to the one-stop department of the Dak Lak Provincial Department of Health to request a practice certificate.
As a result, in 2019, the Dak Lak Provincial Department of Health granted practice certificates to four doctors: Huynh Thanh Binh, Hua Chi Cuong, Le Anh Tai and Huynh Thanh Giau.
However, in 2020, the Department of Health discovered an irregularity when all four doctors were not legally practicing at the Central Highlands General Hospital. Therefore, the Department revoked their certificates and requested a review of the responsibilities of the individuals and units involved.
Through verification, only Dr. Huynh Van Binh practiced for about 1 month at the hospital (regulations require a minimum of 18 months), the remaining three doctors did not practice a single day.
The Central Highlands General Hospital has reviewed the board of directors and related individuals. The hospital's board of directors has also been reviewed, criticized and lessons learned.
Regarding the above incident, the Investigation Police Agency, Dak Lak Provincial Police also discovered 18 cases of doctors and medical staff who were asked by Le Thi Anh Hong to do illegal import procedures into some households in Buon Don district. The doctors include: Nguyen Hoang O. (born in 1986, residing in Quang Ninh); Pham Van T. (born in 1990, residing in Nghe An); Nguyen Thai B. (born in 1988, residing in Gia Lai); Phan Thanh D. (born in 1986, residing in Vinh Long); Lam Bich T. (born in 1989), Nguyen Thi Thu P. (born in 1967), Nguyen Ho Trong H. (born in 1989), Nguyen Ba P. (born in 1970) all residing in Ho Chi Minh City, Le Thanh H. (born in 1983, residing in Tien Giang).
The doctors include: Le Hoang Tuan A. (born in 1994, residing in An Giang); Tran Van L. (born in 1985, residing in Dak Nong); Tran Ha V. (born in 1982), Nguyen Van Q. (born in 1969), Nguyen Thi Bich C. (born in 1990), all in Dong Nai; Tra Thi Thanh T. (born in 1991), Ngo Thi My V. (born in 1987), Duong Minh T. (born in 1977), all in Ho Chi Minh City; Chau Thi Bich V. (born in 1989, residing in Gia Lai).
The Investigation Police Agency requests the Department of Health to review the above cases to see which cases have been granted practice certificates, or have submitted applications for practice certificates. If so, the Department of Health is requested to provide certified copies.
In addition, the Investigation Police Agency also requested the Central Highlands General Hospital to provide information and lend the original documents including: Minutes of acceptance and contract liquidation dated December 11, 2018 and Practical training contract signed on August 24, 2018 signed by Mr. Nguyen Dai Phong and Bui Binh Trung; Receipt of money issued by the Central Highlands General Hospital to collect the amount of 70,000,000 VND for practical training according to the Contract dated August 24, 2018 signed by Mr. Bui Binh Trung (representative of Dr. Trung clinic), written in the payer section.
The Investigation Police Agency requested the Department of Health and the Central Highlands General Hospital to provide documents before May 20, 2025.
