Informing voters of some issues on the general situation of Nam Giang district, delegate Ta Van Ha said that for the whole country, the total state budget revenue up to August 2024 is estimated at 1,335 trillion VND, equal to 78.5% of the annual estimate and an increase of 17.8% over the same period last year. Total state budget expenditure up to August 2024 is estimated at 1,104 trillion VND, equal to 52.1% of the annual estimate and an increase of 1.9% over the same period last year. The consumer price index (CPI) increased by 4.04% over the same period last year, core inflation increased by 2.71%.
For Quang Nam province, the province's socio-economic situation in the first 9 months of 2024 has many positive signs of recovery compared to the same period in 2023 such as service industries increasing quite well, international visitors increasing, import and export activities recovering, and agricultural production ensuring progress.

The industrial production index of the whole industry increased by 15.7% over the same period; including, the processing and manufacturing industry increased by 17.4%; the water supply, waste and wastewater management and treatment industry increased by 11.6%; mining activities decreased by 9.5%; production and distribution of electricity, gas, hot water, steam and air conditioning decreased by 6.2%. Estimated state budget revenue was nearly 14,446 billion VND, reaching 63% of the estimate, equal to 105% over the same period (domestic revenue was 11,767 billion VND, reaching 59% of the estimate and import-export revenue was 2,856 billion VND, reaching 82%).
Delegate Ta Van Hau informed that the 8th session of the 15th National Assembly will open on October 21, 2024 and is expected to close on November 30, 2024. The National Assembly will convene at the National Assembly House to review and discuss legislative and supervisory activities, and decide on important issues of the country.

"The upcoming 8th session is an important event, a "pivotal" event that will create strong changes for the country's development. The National Assembly will review and discuss reports on the assessment of the results of the implementation of the socio-economic development plan, the state budget for 2024 and the socio-economic development plan, the state budget estimate, the central budget allocation plan for 2025; the implementation of the public investment plan for 2024 and the expected plan for 2025; anti-corruption work; anti-crime and law violation work; enforcement work; thematic supervision of "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"..." - Mr. Ha said.
Proposed mechanism for mountainous areas
Speaking at the conference, Ms. Bho Nuoch Thi Bich Hien - Head of the Ethnic Affairs Department of Nam Giang district proposed that the National Assembly amend and adjust content 2, sub-project 1, Project 10 of Resolution No. 88 dated November 18, 2019 of the National Assembly on approving the Master Plan for socio-economic development of ethnic minority areas for the period 2021 - 2030. Specifically, in Decision No. 1719 dated October 14, 2021 of the Prime Minister approving the national target program for socio-economic development of ethnic minority areas for the period 2021 - 2030, phase I from 2021 - 2025...

Accordingly, Content 2, Sub-Project 1, Project 10 on disseminating, educating the law, propagating and mobilizing ethnic minority areas and providing information on foreign affairs for the following subjects: village elders, village chiefs, prestigious people in the community, grassroots cadres, religious dignitaries, and people in ethnic minority areas are assigned to the Ethnic Committee and the Ministry of Information and Communications to take the lead in implementing.
"However, the task of disseminating and educating the law belongs to the Judicial sector, while the Ethnic Affairs sector and the Culture - Information sector do not have the expertise to carry out this task. This makes the implementation of Resolution 88 of the National Assembly still encounter many difficulties and obstacles. Therefore, it is proposed that the National Assembly assign the task of disseminating and educating the law to the Judicial sector to take the lead in implementing it to promote efficiency and be in line with the assigned functions and tasks," said Ms. Hien.
Major Hoang Cao Thang - Deputy Head of Thanh My Town Police said that the implementation of digital transformation has spread to every lower-level unit, bringing many positive effects, contributing to changing the economic and social life of the people. However, through the process of applying the citizen information data storage system in the town, Major Thang noted many shortcomings related to regulations on the full names of ethnic minorities.

Major Thang said: "For example, many people write their last name as Zo Ram, and some write it as Zo Ram, but when entering the name into the online system, if the entries are inconsistent, the result will be two different people. This problem will cause difficulties in management. I propose that the National Assembly and the province issue specific regulations on unifying the standards for recording the names of clans, especially those of ethnic minorities."
Mr. A Viet Son - Chairman of Nam Giang District People's Committee proposed regulations on bidding, specifically for budget expenditures of over 100 million VND, for example, when a natural disaster occurs, it is necessary to buy rice or necessities to relieve hunger and support people urgently, but if the bidding procedure is carried out, it will take more than 1 month to be able to deploy to the people, thus, the urgency is not met.

The Chairman of the Nam Giang District People's Committee also said that National Highway 14D, which passes through the district, was put into use 20 years ago and is a vital traffic route for the locality, passing through 6 communes and towns. However, up to now, this route has been severely damaged, causing traffic safety risks. At the same time, heavy-duty ore trucks from Laos are exploiting this route, causing serious environmental pollution.
Voters in Nam Giang district also raised a number of reflections and recommendations related to pensions, social insurance, poverty reduction policies, temporary housing elimination, livelihood support, electricity prices and policies related to large timber plantations....

At the conference, regarding a number of issues under the province's authority, the provincial National Assembly Delegation requested leaders of the Departments of Transport, Labor, Invalids and Social Affairs, Natural Resources and Environment, Quang Nam Electricity Company... to answer thoroughly so that voters could understand.
