On the afternoon of December 2, the Provincial National Assembly Delegation met with voters from departments, branches, socio-political organizations, armed forces, ethnic groups and religions in the province. Attending the meeting were Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Pham Hung Thai and delegates: Nguyen Manh Tien, Hoang Thi Thanh Thuy, Huynh Thanh Phuong, Tran Huu Hau.

Deputy Head of the Provincial National Assembly Delegation Hoang Thi Thanh Thuy informed voters about the results of the 8th Session of the 15th National Assembly and the results of responding to voters' comments and recommendations received at previous meetings.
Voters highly appreciated the innovation in the organization and quality of the National Assembly sessions. With the number of working days of the 8th Session of the 15th National Assembly reaching 29.5 days and the huge amount of work, voters highly appreciated the working spirit and thanked the great efforts of each delegate, worthy of the trust of voters.
Voter Nguyen The Tan ( Tay Ninh Bar Association) asked the National Assembly to clearly explain the issue of abandoning the mindset of "if you can't manage it, then ban it" and "not being perfectionist" in legislative work; what are the bottlenecks in institutions and laws and why is the work of arranging the organization and apparatus identified by the National Assembly as the key of the key in innovating and improving the activities of the National Assembly?
The three issues raised by voters were answered by Pham Hung Thai, Standing Deputy Secretary of the Provincial Party Committee and Head of the National Assembly Delegation, at the conference. Mr. Pham Hung Thai said that life is always in constant motion and development; laws are built based on life, becoming a tool to determine and regulate social relationships.
However, there are practical issues that develop too quickly for the law to keep up with or cover; the quality of the law does not meet practical requirements, some laws must be amended after being issued or there is a lack of consistency between laws, sub-law documents overlap, contradict each other, and are slow to innovate... Meanwhile, the legal corridor requires publicity, transparency, motivation, and attracting resources to meet development requirements.
This is the “bottleneck” in the building of institutions and laws. The above-mentioned shortcomings have also been recognized by the Government and the National Assembly and gradually overcome. In recent sessions, the National Assembly has directed a focus on reviewing all laws and legal documents to promptly detect overlapping and inadequate issues.

Regarding the issue of “not being perfectionist” in legislative work, Head of the National Assembly Delegation of the province Pham Hung Thai said that the law must be strict, accurate, transparent, clear, easy to understand, easy to implement, feasible, effective and efficient. The issue of “not being perfectionist” is understood as having reforms in the regulations on the procedure for promulgating laws. Previously, to promulgate a bill, it had to go through many sessions of the National Assembly, through many stages and took about 2-3 years. But if so, the promulgation of the law would not meet the requirements of practice. Therefore, the new viewpoint of the National Assembly today is not to wait for a summary and assessment of practice, but as soon as inadequacies, shortcomings and loopholes in the law are discovered, the procedure for amending the law is carried out quickly, and can even be handled immediately in one session. Or if the law has not been amended yet, the National Assembly will issue a replacement resolution to clear the “bottleneck” and promptly apply it in accordance with practice.
Regarding the policy of restructuring the Party Central Committee's organization and apparatus, this is a content that has been publicly and widely reported with many in-depth articles by General Secretary To Lam, the Prime Minister, and the Chairman of the National Assembly. This issue was raised by the Central Committee and determined to be implemented to resolve the shortcomings and irrationalities of the organization and apparatus, to streamline, reduce costs, increase effectiveness and efficiency, meet development requirements and compete with other countries. From there, it has made an important contribution to the fact that since the 14th National Party Congress, our country has entered a "new era of development, an era of the rise of the Vietnamese people", affirming the role and position of Vietnam after 100 years of founding the Party and the country, truly renewing and developing. This policy must be implemented resolutely and synchronously from the organization of the apparatus, perfecting institutions and laws, renewing thinking and working methods, creating solidarity and high determination, and the National Assembly also adheres to this spirit.

At the meeting, voter Nguyen Dang Tu suggested that it is necessary to clearly define general technical standards for extra teaching and learning.
Voter Pham Trong Nghia said that the time to get a patent is very long, leading to the fact that when the patent is granted, the invention has passed the novelty and creativity level, and recommended that the time to get the patent be reduced.
These issues were received and answered by the Head of the Provincial National Assembly Delegation. The content of granting exclusive patents was explained and clarified by the leader of the Department of Science and Technology at the conference; the Head of the Provincial National Assembly Delegation requested the secretariat to receive these opinions and turn them into opinions and recommendations of the Provincial National Assembly Delegation to urge the Ministry of Science and Technology to pay attention to promptly amending and reforming this administrative procedure to suit practical life.
