Two days ago, Hanoi announced the competition rate for grade 10. The capital city of more than 8.5 million people is expected to have about 127,000 students considered to graduate from junior high school. However, 103,456 candidates registered for their first choice. Hanoi's total enrollment target for grade 10 this year is 75,670 students. It is expected that nearly 30,000 students in Hanoi will not have a place in public schools in 2025.
Looking at the competition ratio of grade 10 in Hanoi, there are many schools with quite high competition ratio. The highest is Yen Hoa High School with a competition ratio of 1/2.44. Next is Le Quy Don - Ha Dong High School with a competition ratio of 1/2.35; Kim Lien High School with a competition ratio of 1/2.15; Dong Da High School 1/2. Some other schools also have a competition ratio of approximately 1/2 such as Hoai Duc C High School, Cau Giay High School, Ngo Thi Nham High School, Phan Dinh Phung High School, Khuong Ha High School, Nhan Chinh High School. In these schools, out of 2 candidates registering for the exam, 1 will definitely fail.
In contrast, Hanoi has 13 schools with the number of candidates registering for the first choice lower than the quota. Yesterday (May 14), Ho Chi Minh City also announced the competition rate for grade 10. This year, the city has 88,535 students graduating from grade 9, but only 76,435 students registered for the grade 10 entrance exam. More than 12,000 students voluntarily did not take the exam. After announcing the competition ratio for grade 10, the biggest difference between Hanoi and Ho Chi Minh City is that they do not allow changes and do allow changes to their wishes. Hanoi students are not allowed to change their wishes after knowing the competition ratio. Ho Chi Minh City students have 5 days to change their wishes accordingly from 5pm on May 15 to 5pm on May 19. Previously, when talking about this policy, an official from the Department of Education and Training said that this regulation is to help candidates increase their chances of entering public grade 10. Because in the first time, students register their first wish but do not know the total number of wishes to enter that school. For example, a school has an enrollment quota of 500 students but statistics show that there are 1,000 first wishes. If it remains the same, about 500 students will definitely fail. However, if adjustments are allowed, students can change their first wish to another school with fewer wishes/quota, the chance of being admitted will be higher. This does not affect the quality of the city's annual 10th grade admissions.

Agreeing with this view, a teacher in Ho Chi Minh City said that Hanoi and Ho Chi Minh City announcing the competition ratio for grade 10 is completely reasonable because the two cities have a large number of candidates. However, Ho Chi Minh City allowing candidates to change their preferences after knowing the competition ratio is a good way. Because when initially registering, candidates may still be uncertain, moreover, after knowing the competition ratio, they will think carefully about the school they are applying to and change more appropriately. However, according to him, not many candidates will change their preferences because grade 10 admission in Ho Chi Minh City is quite easy.
"In my opinion, parents should let their children choose their first choice, and choose their second and third choices for their children after carefully considering their academic results, the high school near their residence, the score requirements, and whether to study two sessions or one session," this teacher advised.
Dr. Le Dong Phuong - Vietnam Institute ofEducational Sciences, said that announcing the competition ratio for grade 10 is to let students know, prepare their mentality, and motivate them to prepare more carefully for the exam. If they are allowed to change their preferences after knowing the competition ratio, it will create confusion and disturbance in students' minds, leading to large fluctuations in their choice of preferences. When students see that schools with high competition ratios will almost all "shun" them. Not allowing adjustment of preferences will be better, it will not distract students' preparation and there will be no "stock market" effect. If students are allowed to adjust their preferences, the "sell-off" mentality will appear and run horribly.
Talking to VietNamNet, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City said that allowing candidates to change their wishes after knowing the competition ratio is for candidates to clearly see their abilities and adjust to the appropriate school. When initially registering, candidates do not see the general picture of the competition ratio of the schools and doubt whether their abilities are enough to get into that school. On the other hand, when registering their wishes in the first round, candidates may not have thought carefully, now knowing the competition ratio will consider the problem more carefully.
However, Mr. Minh advised that parents and students should be careful when adjusting their wishes because if they do not adjust, they will change from one difficulty to another. Secondly, they must rely on their abilities and current residence to be suitable, they cannot adjust and then go to school too far away.
The Department of Education and Training will monitor, note and invite parents to adjust their wishes to attend schools that are too far from their residence for appropriate advice.
