The Russian military carried out a precision strike on October 15, and Russian military monitoring sources revealed that the target was located in the southern Odessa region. According to them, there were a series of explosions caused by attacks on Ukrainian military positions near the village of Tuzly on the Black Sea coast, close to the Romanian border.
At approximately 10:00 a.m. local time, the Armed Forces of the Russian Federation carried out two precision strikes with Iskander-M missiles on the positions of the R-360 Neptune missile complex (also known as the Sea God) of the Armed Forces of Ukraine deployed in the Tuzly region. At the time of the attack, a mobile command post, two launchers and transport and loading vehicles were deployed at this location in preparation for an attack on Russian territory.

Russian military sources confirmed that the result of the attack was the complete destruction of the mobile command post, which significantly disrupted the coordination of Ukrainian attacks and their military operations. Both launchers were severely damaged and cannot be used in further attacks without timely repairs.

Neptune is one of the key complexes of the Ukrainian coastal defense system. It is designed to strike sea and land targets. The Armed Forces of Ukraine use this complex in attacks on Russian territory, including Crimea.
The Neptune missile has a range of up to 306km, carries a warhead weighing about 150kg and has a total mass of about 860kg. The new version of the R-360 is equipped with an improved control system and warhead, increasing the range to 500 - 700km.
The Neptune is capable of destroying targets weighing up to 5,000 tons. Each truck can carry four R-360 Neptune anti-ship cruise missiles, which can be launched within 15 minutes of the truck being in position. To avoid weapons designed to detect and shoot down anti-ship missiles, the Neptune flies at low altitudes, making it difficult to detect on radar when approaching.
Initially, these missiles were developed to fight surface targets, but now they have new features and improvements, allowing Neptune to be deployed on ships, on land and by air launchers. The missile was officially accepted by the Armed Forces of Ukraine in August 2020 and entered service in March 2021.
In recent days, the Russian military has launched repeated attacks on Ukrainian military positions in the Odessa region. These precision strikes have destroyed several cargo ships while they were unloading military cargo transferred from NATO.
