On February 20, at the 22nd session (special session), the 10th People's Council of Da Nang City (term 2021 - 2026) passed a resolution regulating support policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring in the city.

This is a resolution regulating Da Nang's additional support policies in addition to the policies in Decree 178/2024 of the Government and other policies as prescribed by law.

The subjects of application are cadres, civil servants and public employees; redundant ward/commune cadres and public employees due to the arrangement of commune-level administrative units; people working under labor contracts before January 15, 2019 are subject to the same policy as civil servants.

Specifically, for those who retire early within the first 12 months from the date of the decision to reorganize the apparatus, Da Nang will support an additional 50% of the one-time retirement allowance for the early retirement period at Point a, Clause 1, Article 7, Decree 178/2024.

For those who retire from the 13th month onwards, Da Nang will support an additional 25% of the one-time pension allowance for early retirement at point b, clause 1, article 7, Decree 178/2024.

For cadres, civil servants and public employees of city agencies who are assigned to work at the grassroots level, they will receive additional support one time equal to 100% of the support level at Point b, Clause 1, Article 12, Decree No. 178/2024.

In case redundant ward/commune officials and civil servants are also subject to Resolution 43/2024 of the Da Nang City People's Council on support for this group of subjects, they can choose to enjoy higher policies and regimes.

The People's Committee of Da Nang City assessed that the task of arranging and perfecting a streamlined, effective and efficient organizational structure, along with streamlining the payroll, restructuring and improving the quality of the staff and civil servants, is of particular importance. The biggest problem is the arrangement, arrangement and settlement of regimes and policies for cases of surplus after the merger. Therefore, in addition to the central government's policy, additional support from the local budget is needed to ensure the rights and interests of civil servants and public employees.

At the meeting, the People's Council of Da Nang City also passed a resolution to support cases that do not meet the age requirements for re-election or reappointment to positions and titles according to the term of the Party Committee, government, Vietnam Fatherland Front, and socio- political organizations at all levels who wish to retire early in the period 2025-2030.

These cases will be supported by the City one more time with 50% of the regime and policies according to the provisions of Clause 2, Article 3, Decree No. 177/2024 of the Government.
