On July 9, the Steering Committee for the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Steering Committee 57) of Da Nang city held a conference to assess the implementation of Resolution No. 57-NQ/TW and Decision No. 204-QD/TW in the city in the first 6 months of the year and orient some key tasks in the last 6 months of 2025.
The conference was held in person and online at 93 communes, wards and special zones across Da Nang city. Comrade Nguyen Van Quang, member of the Party Central Committee, Secretary of the Da Nang City Party Committee, Head of the National Assembly Delegation of Da Nang city chaired the event.
According to the assessment of the Steering Committee 57 of Da Nang city, currently all tasks assigned by the Central Steering Committee to agencies and localities are summarized and reported through the System for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW of the Central Party Office (https://nq57.vn).
Specifically, Da Nang city was assigned 75 tasks; to date, 32 tasks have been completed (42.7%), 43 tasks are being implemented, of which 2 tasks are overdue (2.7%).
Compared to the whole country with 802 tasks, 240 tasks have been completed (29.9% rate), 562 tasks are being implemented, of which 135 tasks are overdue (16.8% rate); Da Nang city is in the top 5 agencies and localities with the highest rate of task completion in the country.
The tasks in the conclusions and directions of the Steering Committee 57 of the city are updated and monitored through the software to monitor the work progress of the Da Nang City Party Committee at https://tdcvtu.danang.gov.vn. Accordingly, there are a total of 62 tasks, of which 19 have been completed so far (30.6%), 43 tasks are being implemented, of which 2 tasks are overdue (3.2%).
Up to now, the total number of level 2 electronic identification accounts for permanent residents in Da Nang city has been collected as 732,449 accounts, of which 703,574 accounts have been activated.
Regarding the editing and digitization of party agency records and documents, up to now, the entire Da Nang City Party Committee has completely edited 1,154/1,601 meters of documents (72%), is editing 381/1,601 meters of documents (24%), and has not edited 66/1,601 meters (4%); has digitized 1,326,132/2,827,927 pages (47%), is digitizing 546,045/2,827,927 pages (19%), and has not digitized 945,750/2,827,927 pages (34%).
Regarding digital transformation in the government sector, Da Nang is currently building the DaNangAI Digital Assistant based on the ChatGPT technology platform and putting it on the City Public Service Portal and DaNang Smart City App for people to use;
Agencies and units have deployed digital assistants to answer legal documents, decentralization, delegation of authority, and administrative procedures. To date, the city-wide digitalization rate has reached 60.5%, of which the ward/commune block has reached 92.7%; the district/county block has reached 80.4%; and the department and branch block has reached 14.7%.
However, the Steering Committee 57 of Da Nang city also pointed out some shortcomings and limitations such as the current infrastructure in many mountainous areas with concave and white waves, and difficult infrastructure. The progress of building and completing databases is still slow, especially the need to merge and standardize specialized databases of Da Nang city (old) and Quang Nam province.
The potential of the city’s science, technology and innovation ecosystem is still limited. The technical infrastructure serving scientific research activities and innovative startups is in the process of investment and development. Meanwhile, many wards and communes have not yet met the prescribed operational criteria and lack human resources.
Concluding the conference, Secretary of the Da Nang City Party Committee Nguyen Van Quang acknowledged and highly appreciated certain results in implementing resolutions and decisions of the Central and the city. He especially commended the wards and communes that achieved 100% of the 16 criteria of the Central Steering Committee; noted that localities that have not yet achieved the criteria need to soon complete the remaining criteria according to regulations.
According to comrade Nguyen Van Quang, digital transformation is the foundation for promoting sustainable development, so local leaders are required to be proactive in implementation and uphold a sense of responsibility. For issues beyond their authority, comrades must report and propose in writing to the city leaders for timely consideration and resolution.
Propose that the City People's Council accompany in the implementation, cannot let the reality of a smart city be lacking in equipment conditions for the brothers in the process of implementing public duties.
The Secretary of the Da Nang City Party Committee requested relevant units to step up propaganda work and deploy the "Popular Digital Education" Movement. Immediately deploy the class "Raising Awareness of Sovereign AI" to raise awareness and understanding of what AI is and the application values of AI in serving work.
Secretary of the Da Nang City Party Committee Nguyen Van Quang noted that localities should focus on completing information technology infrastructure to ensure smooth operations of the two-level government; at the same time, for communes and wards in remote, disadvantaged areas that often experience power outages, it is recommended to immediately purchase backup generators to ensure no disconnection during work implementation and operation.
Comrade Nguyen Van Quang affirmed: Digital transformation is a key and breakthrough task of the country, in which Da Nang city determines to take digital transformation as the foundation for sustainable development. Therefore, it is recommended that Party committees at all levels, localities, especially leaders, must realize that this is a particularly important task, and be determined and drastic in the implementation process to achieve the highest efficiency.
Up to now, the People's Committee of Da Nang City has approved the List of information technology career programs and projects in 2025 with 55 projects and a total cost of 53.7 billion VND. The People's Council of Da Nang City issued a Resolution on the list of investment preparation for the medium-term public investment plan for the period 2021-2025 and 2025 with 66 projects and a total expected investment of 2,348 billion VND; at the same time, promoting and mobilizing social investment resources with 5 projects that have/are about to start construction in 2025 with a total investment of nearly 7,000 billion VND.
