Da Nang increases sending officials to the grassroots to support people

Chairman of the People's Committee of Da Nang City Pham Duc An has just signed Official Dispatch No. 2820/UBND-TH requesting the People's Committees of communes, wards, and special zones to increase the number of officials sent to each village and residential group to directly grasp the thoughts and aspirations of the people, and promptly resolve recommendations and proposals within their authority.

Accordingly, localities must proactively advise and propose instructions on handling issues that exceed or are unclear in their authority, and not let people wait for meetings with voters of the National Assembly Delegation or the City People's Council to reflect and make recommendations.

All voters' petitions must be responded to in writing fully and promptly, while propaganda and mobilization must be strengthened so that people understand and properly implement the regulations.

The Chairman of the City People's Committee assigned the Department of Home Affairs to preside over and coordinate with the City Inspectorate and the Office of the People's Committee (Citizen Reception Committee) to monitor and advise on strict handling of officials who are not close to the people, do not promptly grasp the aspirations of the people, causing a backlog of petitions and prolonged frustration.

At the same time, departments, agencies and branches, when attending voter meetings, must directly respond and fully record opinions within their authority; on that basis, issue professional instructions to remove common obstacles for the grassroots, especially in the fields of land, planning, construction, cultivation, animal husbandry, etc.

According to the Department of Home Affairs of Da Nang City, in the past 3 months, the unit has assigned civil servants of the Department to increase support at the People's Committees of mountainous and remote communes in the city (phase 1 with 19 communes), the support period is from 2-4 weeks, from September to November 2025.

At the same time, send civil servants of the People's Committees of communes and wards to study professional knowledge and working skills at the Department of Home Affairs, from September to December 2025.

The Department of Agriculture and Environment issued a Decision to second 75 officers of the Land Registration Office under the Department to support communes and wards in the land sector, with a 3-month extension period; established a Working Group to receive, guide, and support the Department's personnel to return to localities to resolve difficulties and problems in implementing the 2-level local government model in the fields of agriculture and environment.

The Department of Justice issued a Decision to establish specialized working groups to take turns supporting localities; assigning 8 civil servants and public employees of the Department to strengthen support in the fields of justice, civil status, notarization, and certification in disadvantaged communes and wards lacking civil servants with in-depth expertise in the field of justice.
