
Over the years, Da Nang has strived to implement major policies of the Central Government, especially Resolution 57 of the Politburo and Resolution 136 of the National Assembly on special mechanisms for the city's development.
The focus is on promoting science and technology, innovation, and digital transformation, viewing these as crucial drivers for improving productivity, growth quality, and the city's competitiveness.
Previously, the city had issued and implemented the Smart City Development Project for the period 2018-2025, deployed along three axes: infrastructure, data, and smart applications.
To date, Da Nang continues to invest in upgrading and expanding its telecommunications and information technology infrastructure. 3G and 4G networks cover 100% of residential areas; 5G network services have been launched; and the city's Data Center is managed and operated according to the international standard ISO 27001:2013.
The city has completed shared databases, connecting with national databases; the digital administrative procedure results repository provides more than 1,400 open data sets on the city's Data Portal for citizens and businesses to search and utilize.
Regarding digital government, in 2024 (before the provincial merger), Da Nang city had the highest rate of online public services nationwide at 95%; the rate of online application processing was 65%.
The city's leadership, direction, and management are gradually shifting to a digital environment, initially utilizing smart urban services, monitoring services, and analytical and warning services on the city's Intelligent Operations Center (IOC).

Information technology industry revenue is growing at an average rate of 10 to 15% per year; software export turnover is growing at 15% per year. The digital economy contributes approximately 24% to the city's GRDP, achieving the target two years ahead of schedule compared to the city's Resolution on Digital Transformation.
Da Nang is one of the leading localities in the country in building a smart city based on the main pillars of digital government, digital economy, and digital society.
However, to meet the development requirements of the new phase, the city is facing major tasks, with three key projects expected to be approved in the near future. These three projects include: developing science and technology in Da Nang city for the period 2026-2030; building Da Nang into an international innovation center for the period 2026-2030; and digital transformation and smart city development in Da Nang, aiming to achieve regional prominence by 2030.
Speaking at the workshop, Vice Chairman of the Da Nang City People's Committee Ho Quang Buu said: "These are all large, difficult projects with very high requirements, stemming from the directives and expectations of the Central Government. But we believe that, despite the significant challenges, this is also a great opportunity for Da Nang to transform itself strongly. The issue is that the city must implement them synchronously, decisively, and faster, otherwise it will be difficult to meet the expectations of the Central Government and the city itself."
At the workshop, delegates made in-depth recommendations on science and technology, innovation, and digital transformation; and opened up opportunities to promote cooperation in human resource training, the implementation of joint research programs, and technology transfer in key areas.
