Delegates question the Minister of Education and Training about solutions to end the "horrific exam" for grade 10

On the morning of June 20, at the question and answer session with Minister of Education and Training Nguyen Kim Son, delegate Nguyen Cong Long (Dong Nai delegation) used his right to debate to raise the issue of improving the quality of general education.

Delegate Long said that it is necessary to review many currenteducational policies, including student streaming. "Currently, we are streaming with a target of 40% of junior high school graduates going to vocational school. Because of this rate, it is difficult to ensure that many students achieve their dream of going to high school when they cannot find a school due to the streaming policy" - the delegate from Dong Nai expressed his opinion.

According to Mr. Nguyen Cong Long, in the digital age with increasingly high demands for human resource quality, it is very difficult for Vietnam to have quality human resources when the student base has only a secondary school education level, this is a shortcoming of the streaming policy.

In fact, according to delegate Long, parents always want their children to study until the end of high school, so the streaming policy is no longer suitable. The delegate proposed a solution to end the "horrifying exam" for millions of students and parents every summer, which is the high school entrance exam.

Responding to delegates, Minister Nguyen Kim Son stated that the 40-60 ratio, in which 40% of students finishing junior high school go to vocational schools and the rest go to high school, is a rigid division that lacks both scientific and practical basis.

Therefore, the Minister said that it is necessary to review and replace Decision No. 522 issued by the Prime Minister in 2018, which includes the content of student streaming for the period 2018 - 2025. According to the leader of the education sector, this agency is proposing a replacement decree in the direction that career guidance must be substantial and voluntary to ensure that students who wish to study at high school level are all able to study at high school level. Currently, many countries have universalized high school, not taking lower secondary school as the standard.

The Ministry of Education and Training is proposing to amend three laws, including the Law on Education, the Law on Vocational Education and the Law on Higher Education, which includes a very important content: creating a system of interconnection between general education, vocational training and universities in a synchronous manner to stream from within in a voluntary manner, meeting the requirements of the new period.

Paying attention to the issue of university education rankings, delegate Trinh Thi Tu Anh (Lam Dong delegation) said that by 2025, Vietnam will have 10 representatives in the world university rankings.

To achieve the goal of having at least 5 universities in the top 500 best universities in the world and 5 universities in the top 200 in Asia by 2030 is a big challenge. "I request the Minister to propose solutions and roadmap to achieve this goal" - delegate Trinh Thi Tu Anh questioned.

Responding to this content, Minister Nguyen Kim Son emphasized that having highly ranked universities in the world is the target of higher education, however this is not an easy goal.

According to the Minister, universities have recently increased in science and training indexes, but the speed has not met the requirements of society and human resources. Therefore, it is necessary to introduce policies to promote development and accelerate further to meet the requirements.

Currently, most of the top 200 universities are from the G7 countries and China. For developing countries, according to the Minister, it is very difficult to have a university in the top group of the world. In response to that requirement, schools need to strive to improve quality and increase scientific and technological products to enter the top rankings.

Striving to achieve the set goals, the Minister of Education and Training said that ranking is only one channel to evaluate university quality.
