In response to questions from delegates, the Minister and Chairman of the Ethnic Committee answered directly to the point, demonstrating the comprehensiveness of the management field. At the same time, the answer also showed the responsibility of the Minister to voters, people and National Assembly Deputies when advising the Government to issue many policies and solutions to promote the implementation of the 3 national target programs. In addition to the positive results, during the questioning session, National Assembly Deputies also pointed out shortcomings and problems, and the Minister frankly acknowledged this. Delegate Tran Van Tuan said that the Ethnic Committee coordinated with all levels and sectors to advise on the development and issuance of relevant policies to implement national target programs, which was still slow, some policies were not suitable for reality, some projects were slow to disburse, or even had not been disbursed. “In that spirit, the Minister did not avoid, clearly stated the objective and subjective causes and solutions for the coming time. However, to overcome these shortcomings, I think that after the question-and-answer session, the Minister needs to have more specific, proactive and drastic solutions to remove difficulties and obstacles in practice, further speeding up the implementation of national target programs,” the Deputy Head of the National Assembly Delegation of Bac Giang province assessed.

The Minister frankly answered the current "hot" issues such as the one-time withdrawal of social insurance, the problem of workers losing their jobs, workers' income, or low labor productivity. In particular, the collection of compulsory social insurance for individual business households, the Minister frankly acknowledged that this was a wrongdoing, affirming that he would handle the responsibilities of related individuals and units. At the same time, in the solution section, the Minister proposed to include in the Resolution of this session's questioning the content allowing the Government to implement necessary measures to ensure the rights of insurance payers. I think this is a fundamental solution to solve this problem. “In addition, the Minister also acknowledged that there are still many institutional problems, so workers have not been able to fully develop their capacity, including high-quality workers. Delegate Do Thi Lan, Vice Chairwoman of the Social Committee: Industry leaders should soon advise the Government to remove shortcomings in legal documents. Delegate Do Thi Lan, Vice Chairwoman of the Social Committee, said that the delegates only hope that ministries and branches will advise the Government on solutions to carry out socio-economic development tasks, and implement major goals and tasks not only for 2023 but also for the 2021-2025 period. "Many issues that I am concerned about, such as the implementation of public investment capital disbursement and the assignment of capital allocation plans, are still very slow. In addition, some public investment programs, 3 national target programs or the implementation of the socio-economic recovery and development program are still slow to disburse due to problems in guiding documents, partly because officials are afraid of making mistakes and violations, so they are stagnant, inflexible and uncreative in implementing tasks. Therefore, we hope that the industry commanders will soon coordinate and advise the Government to remove difficulties and institutional problems to create a clear and suitable system of sub-law documents," said delegate Do Thi Lan. According to the delegate, this work is also aimed at helping localities easily implement assigned tasks in socio-economic development, as well as solving problems in real life. Regarding the implementation, according to delegate Do Thi Lan, there also needs to be a thorough understanding, guidance and more proactiveness so that all levels, sectors and localities can be more flexible, creative and determined to carry out the task and achieve results.
