City People's Council delegates propose solutions for sustainable development of the Capital

On the morning of November 26, at the twenty-eighth session of the Hanoi People's Council, delegates proposed many important contents for the sustainable development of the capital in the short and long term.

Delegate Pham Dinh Doan: Hanoi must have the best business environment in the country.

The target of increasing GRDP growth from 8.5% in 2025 to an average of 11% in the period 2026-2030 demonstrates the strong determination of the Party Committee and the Government of the Capital. This plan will be feasible if Hanoi has breakthroughs in institutions, capital, human resources, and arouses the spirit of entrepreneurship among the people and builds 100 leading enterprises.

Regarding the institutional revolution, I believe that Hanoi must become the locality with the best business environment in the country. The key solution is the capital's unique mechanism, piloting like some other countries, quickly approving innovation projects and strongly decentralizing to all levels... Good institutions are the strongest driving force for growth.

Regarding the capital revolution, Hanoi must become the financial center of the North. To achieve high growth, Hanoi needs to unblock the flow of private capital, FDI capital, international capital and capital from the people. The main solutions are: Developing Hanoi's financial center, attracting international institutions, digital banks, large investment funds, establishing investment funds for the capital's development and Hanoi's innovation fund; encouraging all people to do business. The stable policy is a simple tax policy that is stable for 5 to 10 years for business households, while converting tens of thousands of individual households into enterprises. Hanoi needs to attract high-quality FDI, focusing on R&D, clean technology, finance and international services.

In the revolution of high-quality human resources and human resources for the Capital: To grow by 11%, Hanoi must have outstanding human resources. The key solution is to attract experts, scientists , and talented businessmen to work in Hanoi, provide special treatment for highly intelligent human resources; build a team of friendly, professional, and honest civil servants; and train a new generation of Hanoi businessmen.

Hanoi needs to have a strategy to select and support 100 pillar enterprises in key areas, such as technology, digital transformation, finance, services, logistics, smart cities, industry, creativity, healthcare, education , tourism, trade... These enterprises will be a strong driving force to achieve the growth target of 11%.

Delegate Nguyen Minh Duc: Recommend that the city pay attention to the capital 's press system to meet the requirements of tasks in the new period.

I was impressed with the results achieved in the report on the socio-economic situation presented by the City People's Committee at the meeting. In particular, Hanoi has overcome many difficulties to achieve a GRDP growth rate of 8.5%; the digital transformation index and the Innovation index are at the top of the country.

Many projects and works have been completed and put into operation, which are of great significance and highly appreciated by voters in the capital. Among them, 2 waste treatment plants have been put into operation, handling 90% of daily household waste; To Lich River, which has been polluted for many years, has become clear again; 2 urban railway lines have been put into operation; the city has finished removing temporary and dilapidated houses; and lunches have been provided for students...

Many Resolutions of the City People's Council have concretized the Capital Law, resolved institutional bottlenecks, and created conditions for socio-economic development in the coming period. Many works and projects have started construction such as the 4th Ring Road - Capital Region, the bridges: Tu Lien, Tran Hung Dao, Thuong Cat, Ngoc Hoi. In the coming time, many more projects will start construction, which will certainly change the infrastructure and landscape of the Capital.

In recent times, the committees and delegates of the City People's Council have promoted their role as people's representatives; successfully completed the tasks and plans set out... However, the delegates also recommended and proposed to the City People's Committee to continue focusing on resolving and completing unfinished projects and works; pay attention to solving congestion and prolonged problems such as issuing "red books"; focus resources to reduce traffic congestion, complete the urban railway system; convert buses and taxis to use clean energy; static traffic infrastructure, parking lots, bus stops; resolutely eliminate illegal buses and bus stations; soon put the city's smart traffic control center into operation.

To concretize the Resolution of the 18th City Party Congress, it is recommended that the city promote green transport conversion, converting gasoline vehicles to electric vehicles; promote economic growth in areas with room for growth such as: High-tech industry; digital economy; tourism development associated with cultural industry; pay attention to investing and developing the city's AI Center...

Regarding housing and social housing development, the city needs to have a mechanism to regulate and control real estate prices in the market; especially focusing on and prioritizing the program of renovating old apartments and urban reconstruction; having a policy to develop rental housing funds from the city budget. At the same time, the city should pay attention to working conditions, equipment, and policies for cadres, civil servants, and public employees at the commune and ward levels.

Propose that the city leaders consider and decide on the project to reorganize the press and broadcasting agencies of Hanoi, ensuring compliance with the regulations of the Party and the State, but also taking into account the special nature of the capital, so that the city's press system can meet the requirements of the tasks in the new period. The city has a policy to support cadres, reporters, and workers working in the city's press agencies in the process of streamlining and reorganizing the apparatus.

I see that Hanoi is facing a golden opportunity. The Capital Law allows us to pilot outstanding mechanisms, strongly deploy technology, support the construction of key laboratories, attract international experts, leading experts and decide on a number of special financial mechanisms that no other locality has. If applied correctly, Hanoi can completely lead the country in many advanced technology fields, not just stopping at digital transformation or AI...

However, Hanoi still has a policy gap, meaning that Hanoi is very strong, has strong core technology capabilities but has not been named appropriately. In recent reports and projects, there has been a lot of talk about digital transformation, artificial intelligence, semiconductors, digital economy; but there has not been much or complete mention of the fields in which Hanoi has outstanding advantages such as new material technology, gene technology, biotechnology, green technology, etc.

Therefore, I propose the following: First, there should be a separate policy for core technology. I suggest that the city develop a specific policy for new materials industries, the foundation of all high-tech industries. To lead national innovation, Hanoi cannot just talk about software, AI, or big data. We cannot ignore new materials, for example, from nano to super-durable biofilms, which should be the foundation for creating a generation of high-tech products for the capital.

The second is gene technology or gene editing. Gene editing technology allows us to create drought-resistant, salt-resistant, and disease-resistant plant varieties. This is something that the agricultural sector in Vietnam and the world is in dire need of. By doing this, we can completely export science and technology, for example, rice varieties and crops that Africa and the 2.5 billion population market group are in dire need of.

Currently, the city is actively building an Innovation Center and a technology exchange with the participation of the private sector. This is truly a strategic direction...

I recommend that the city needs to design an innovation center with three pillars: Digital economy AI, data, semiconductors; core technology or deep tech...

Hanoi does not lack scientists, nor does it lack businesses that dare to think, dare to act, or resources. Therefore, what we need is an open ecosystem with synchronous and innovative policies.

Delegate Pham Hai Hoa: Developing safe agricultural production chains

In order to achieve the double-digit growth target by 2026, in which the agricultural sector strives for about 4%, the city needs to continue to review and evaluate the current status of safe agricultural production chain linkages, value chains, and the success level of these chains. From there, specific solutions will be found, especially for key agricultural products. In particular, Hanoi will continue to develop urban and ecological agriculture associated with experiential tourism... In addition, it is necessary to review and evaluate mechanisms, policies and conditions to overcome current difficulties.

In practice, the consumption of safe agricultural products in school areas has been and is being paid attention by the city. Therefore, it is necessary to develop clean local products associated with experiential education, to raise awareness and educate students on skills through the experiential model "from farm to school table". To implement this content, in addition to propaganda, mobilization, and organization of implementation of models, it is recommended that the city have strict sanctions for violations related to food safety as well as farming that does not ensure environmental protection.
