Proposal to individualize the responsibility of collectives and individuals in law-making

Participating in giving comments, National Assembly Deputy Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province, basically agreed with the report on the additional assessment of the socio -economic development plan for 2024 and the implementation of the socio-economic development plan in the first months of 2025.

The delegate said that, in the context of many difficulties and challenges, the results of the supplementary assessment of the 2024 socio-economic development plan compared to the results reported to the National Assembly at the 8th session, have had many outstanding results. Notably, the growth rate reached the highest in the region and in the world ; the major balances of the economy were ensured, inflation was well controlled; strategic breakthroughs continued to be directed to be implemented resolutely, flexibly, creatively and effectively. In particular, the strategic breakthrough in transport infrastructure was highly appreciated by voters and the people.

The results achieved in 2024 are an important premise for our country to move on to implementing the 2025 task with the highest determination, aiming to achieve a growth rate of 8% or more, creating a foundation to achieve the double-digit growth target in the next phase.

Agreeing with the shortcomings, limitations, causes and directions and tasks that the Government's report pointed out, delegate Mai Van Hai mentioned two more issues. That is, there are still some policies, mechanisms, and administrative procedures that are slow to be amended and supplemented.

"Almost every job we do has its problems. There are problems that have been going on for a long time but have been slow to be resolved. There are many problems in implementing public investment projects, disbursing public investment capital, problems in implementing investment procedures, especially land; problems in granting land use right certificates; problems in site clearance, compensation, support, resettlement...", the delegate stated.

To contribute to solving this problem, National Assembly Deputy Mai Van Hai suggested focusing on deploying and organizing the effective implementation of Resolution No. 66 of the Politburo on innovating the work of building and enforcing laws to meet the requirements of national development in the new era.

In particular, it is necessary to strictly implement the direction of the General Secretary, the Chairman of the National Assembly, the Politburo, and the Secretariat on innovation in thinking in law-making, and overcome the mindset of "if you can't manage it, then ban it".

All institutional problems must be promptly resolved, especially the institutions that help the two-level local government apparatus after the merger operate smoothly, effectively, efficiently, and serve the people and businesses well.

To enhance responsibility in law-making, remove obstacles and overlaps in law-making, according to delegates, it is necessary to individualize the responsibility of collectives and individuals in law-making, and handle obstacles between legal documents and practical situations.

Pointing out the situation in localities where many projects are still facing difficulties and obstacles, delegates agreed with the Government's proposal to ask the National Assembly to allow the widespread application of a similar mechanism for handling difficulties and obstacles to projects and land that have had inspection, examination and judgment conclusions such as Resolution No. 170 of the National Assembly nationwide, to unlock resources for the country's development.

Strengthening post-inspection of goods related to human health

Regarding the issue of counterfeit, fake, poor quality goods, and goods of unknown origin floating around the market, which is still complicated and causing insecurity for consumers, according to delegate Mai Van Hai, this situation shows that state management, market management, post-inspection work, as well as the individualization of responsibilities of agencies, organizations, and individuals still have shortcomings and limitations; while sanctions are not strong enough to deter...

Therefore, delegates suggested that it is necessary to continue reviewing and perfecting legal regulations on production and trade of goods, strengthening post-inspection work; increasing fines to be sufficiently deterrent; regulating criminal prosecution for acts of producing and consuming counterfeit and poor-quality goods causing serious consequences, especially those related to medicines, food, and goods related to human health.

In addition, it is necessary to do a good job of propaganda to prevent and combat counterfeit, fake and poor quality goods. There are specific regulations, individualizing the responsibilities of agencies, organizations and individuals at the central and local levels in management and when serious cases of production and trade of counterfeit, fake and poor quality goods occur.
