(Chinhphu.vn) - After 1.5 days of the National Assembly questioning and answering questions on two areas of finance, education and training at the 9th Session of the 15th National Assembly, many National Assembly deputies and voters highly appreciated the answers of the Government members, especially the answers of Permanent Deputy Prime Minister Nguyen Hoa Binh, which went straight to the point and provided specific solutions and remedies for many issues and contents.

"The opinions related to the field of science and technology, some policies and mechanisms on the private economy; law enforcement... the Government members have clarified the current problems and difficulties. Recognizing that the above issues are no longer theoretical but need to have concrete policies in the coming time because "many tasks are very big, very new, very difficult, requiring the Government together with ministries and branches to take drastic and responsible action with high political determination", Mr. Truong Xuan Cu expressed his high confidence that "all can be done" .

The Minister had a firm grasp of the issues and went straight to the issues raised by the National Assembly delegates, especially on regulating fiscal policy to stabilize the macro-economy, disbursing public investment capital, as well as attracting FDI capital, and the driving force to promote growth through capital channels such as private investment.

"The Minister's response has summarized and updated the guidelines and policies of our Party and State for businesses and entrepreneurs in response to the integration requirements to promote economic growth," Mr. Ha Sy Dong acknowledged.

However, according to Mr. Ha Sy Dong, we need to look more broadly at long-term and strategic issues, along with policies that need to be further resolved in attracting investment. "Not only stopping at fiscal policy, spending on public investment according to the mechanism of asking and giving, allocating resources, we must move to a more flexible mechanism, which means using public investment as seed capital to attract investment capital from the private sector as well as attracting FDI enterprises for harmonious and sustainable economic growth," said Mr. Ha Sy Dong.

"The shift from a lump-sum tax model to a tax management model based on declaration, electronic invoices and digital technology not only increases transparency but also helps business households gradually professionalize and access more legitimate development opportunities," voters said.

Voter Vu Thi Hong Minh said that the Minister has proposed solutions to support business households in their transformation, such as providing accounting software, free electronic invoice systems, support for simple tax declaration, and free training in finance and accounting. These are practical supports that help reduce the burden and worries of millions of business households who are concerned about procedures, costs, and legal pressures when abolishing lump-sum taxes.

However, in order for the policy of abolishing lump-sum tax to truly come into effect and gain high consensus from the people, voter Vu Thi Hong Minh recommends that the authorities step up propaganda, provide clear and easy-to-understand instructions on changes in tax policy for business households, avoid causing confusion and misunderstanding; and have specific guidance documents on how to implement electronic invoices and declare taxes.

Along with that, it is necessary to ensure that the electronic tax declaration and electronic invoice system operates stably, is easy to use and has on-site technical support, especially for businesses in rural areas that are not familiar with technology. Regarding declaration procedures, it is necessary to ensure transparency, ease of understanding, based on specific revenue and industry, avoiding complicated declarations, causing pressure or leading to misunderstandings about tax obligations.

Voters recommend that tax authorities find solutions to reduce the number of invoices and documents required for small-scale businesses, and not let paperwork requirements become barriers or burdens like those of large enterprises.

Hot spots in the financial system - from revenue and expenditure management, public debt, to capital and securities markets - were fully identified, specific causes were analyzed and a group of highly feasible solutions were proposed.

In particular, the Minister emphasized the use of technology platforms to develop a modern and transparent financial system. Advances in electronic transactions, digital management methods and smart financial system operations are opening up new development directions for the national financial sector. However, this is also a significant challenge, as technology in the financial sector develops rapidly, requiring the legal system and management capacity to keep up.

A bright spot is the progress in tax management for e-commerce - a field with rapid growth, great potential but not easy to control. Gradually tightening management and expanding the collection base from digital activities not only increases budget revenue but also creates a fair and transparent legal corridor for the online business environment.

It can be said that a solid financial foundation is and will continue to be the support for the economy to accumulate internal resources and promote national financial strength in the new period. This is also a positive sign for a period of "financial growth" with a long-term vision, leading technology and underlying policies. The Government's management, with the important contribution of the Ministry of Finance, is closely following reality and will open up sustainable development prospects for national finance.

Following the question and answer session on education and training, Dr. Hoang Huu Khoi, Vice Rector of the University of Medicine and Pharmacy, Da Nang, expressed his agreement with the answer of Minister Nguyen Kim Son on university autonomy and improving the quality of university human resource training to meet social needs.

"I think that university autonomy is an inevitable trend today. But for specific sectors such as education and healthcare, without State support, quality will decline, because to ensure the lives of staff and retain talent, schools must manage their own finances, forcing them to increase tuition fees, increase enrollment scale, and reduce intensive investment. Autonomy within the framework of State support is the sustainable path," Dr. Hoang Huu Khoi expressed.

According to him, for the health and education sectors, there needs to be a harmonious combination of autonomy and the State's primary support for university education to develop sustainably.

Regarding improving the quality of university training, Dr. Hoang Huu Khoi recommends some solutions such as: Merging small-scale universities in the same area (province/city) with the same training majors to concentrate resources (human and physical facilities) to meet the needs of high-quality training. Assigning the management of human and physical facilities of higher education institutions to local management.

For the School of Medicine and Pharmacy, it is necessary to invest in facilities and equipment for simulation and pre-clinical practice for students to practice proficiently before going to clinical practice at the hospital. In addition, there should be a preferential policy to attract lecturers with doctoral degrees and associate professors to teach in order to improve the quality of training./.
