Focus on training and fostering to improve the quality of training in exploiting and mastering weapons and technical equipment (VKTBKT), especially new and high-tech VKTBKT. Scientific research and technical innovation initiatives have closely followed the tasks of technical work; focused on researching and applying scientific and technological achievements to the implementation of the tasks of improving and modernizing VKTBKT; testing and manufacturing weapons and equipment; exploiting and mastering new and high-tech VKTBKT; implementing on schedule and with quality 10 scientific topics, 224 technical innovation initiatives; topics and initiatives have been effectively applied in performing tasks.

The Congress identified three breakthroughs: Focus on making a clear change in the quality of consulting, directing, guiding, managing, improving the capacity of the technical staff for the technical staff, exploiting and mastering new and high-tech technical staff. Seriously and effectively implement projects, decisions, and plans on staff organization; expand and improve the capacity of the technical staff; build a team of cadres and employees to meet the requirements of the Department's tasks in the new situation. Improve the effectiveness of ideological management, military personnel management; the quality of building discipline and discipline management. Promote research, application of science and technology, innovation and digital transformation throughout the Department.

Speaking at the conference, Lieutenant General Do Van Thien acknowledged and praised the achievements of the Military Technical Department and the service branches over the past 5 years. Regarding the goals and tasks for the next term, Lieutenant General Do Van Thien requested that the Party Committee of the Military Technical Department and the service branches continue to perform well the function of advising and directing the work of the BĐTB and BĐKT for the VKTBKT, contributing to the construction of regular and modern military technical specialties and service branches of the entire army.

Focus on innovation, improve the quality and effectiveness of political education. Regularly grasp and closely manage the internal political situation; focus on building a healthy military cultural environment, proactively and effectively combat negative social impacts on the unit. Well implement the grassroots democracy regulations and all aspects of logistics, engineering, planning and investment, and finance; pay attention to and take care of ensuring good material and spiritual life for soldiers. Strengthen education and training of cadres and party members, especially cadres in charge at all levels, with good moral qualities, comprehensive capacity, clean lifestyle, and high sense of discipline, to meet the requirements of immediate and long-term tasks.
