The 1st Congress of Quang Tri Provincial Party Committee, term 2025 - 2030

On the morning of October 5, the first Congress of the Quang Tri Provincial Party Committee, term 2025 - 2030, officially opened its session. Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien attended and directed the Congress on behalf of the Politburo.

Strong desire to rise up

Speaking at the opening of the Congress, Party Central Committee member and Quang Tri Provincial Party Secretary Le Ngoc Quang said that in recent times, along with focusing on leading and directing the successful organization of grassroots and upper-level congresses, the Quang Tri Provincial Party Executive Committee has urgently and actively prepared for the 1st Quang Tri Provincial Party Congress.

The documents submitted to the Congress were carefully and meticulously prepared by the Provincial Party Executive Committee, inheriting the achievements made during the past terms of both provinces (formerly Quang Binh and Quang Tri), investing effort and intelligence; soliciting comments from central departments, ministries and branches; implementing many forms of soliciting comments from departments, branches, sectors, the Fatherland Front, mass organizations; experts, scientists, intellectuals, generals, leaders, former leaders and people of all walks of life.

The Congress identified the theme: "Building a clean and strong Party organization and political system; promoting the strength of great national unity and development aspirations; mobilizing and effectively using all resources; promoting innovation and digital transformation; striving to make Quang Tri a new growth pole of the Central region", demonstrating the high political determination and strong aspirations of the entire Party organization, government and people in the province, and at the same time, the expectations and hopes of the Central Government and people nationwide for Quang Tri.

Presenting the draft political report, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Council of Quang Tri province Nguyen Dang Quang said that the average growth rate of gross regional domestic product (GRDP) in the period of 2021 - 2025 will reach 6.8% per year, of which, in 2025, it is expected to increase by 8%.

The economic structure will shift towards increasing the proportion of industry, construction, and services, and reducing the proportion of agriculture. GRDP per capita in 2025 will reach 79.1 million VND, 1.6 times higher than in 2020.

Industry has gradually become a key economic sector; tourism has developed, gradually becoming a spearhead economic sector, contributing to promoting growth and economic restructuring; agriculture has remained stable, achieving quite comprehensive results. The province's position and destination brand on the tourism map of Vietnam, the region and the world have been enhanced.

Programs, projects, and resources mobilized for poverty reduction and socio-economic development in ethnic minority and mountainous areas are used effectively, openly, and transparently. The poverty rate decreases by an average of 1.2% per year.

The work of building the Party and the political system has been carried out synchronously and resolutely; the leadership capacity and fighting strength of the Party organization and the quality of Party members have been improved; internal solidarity has been maintained.

Becoming the new growth pole of the Central region

Speaking at the Congress, on behalf of the Politburo, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien commended the great achievements that the Party Committee, government and people of Quang Tri province have achieved in the past term.

Comrade Do Van Chien noted that the Provincial Party Committee needs to objectively and fully identify that when merging the province, it will expand the development space with a larger scale and potential advantages, thereby exploiting the potential and strengths; taking science and technology, innovation as the driving force; taking solidarity and unity as strength; taking resources within the province as the main, resources outside the province as important to invest in fast and sustainable economic development. Strive to achieve the target of double-digit growth, contributing to the goal of breaking through and developing the country in the new era.

At the same time, build Quang Tri province into a clean energy center of the Central region, aiming for national stature; take advantage of the 500KV North-South power transmission line to form an energy support industry ecosystem; make the most of the unique strategic location, the intersection of the North-South axis and the East-West economic corridor to build an inter-regional logistics center, the value chain of "border gate - seaport - airport"; promote the development of tourism economy, becoming a spearhead economic sector, creating unique and distinctive tourism products, "cave kingdom" with "memories of war, aspirations for peace"; combine with eco-tourism, sea and island tourism, spiritual and nostalgic tourism.

At the same time, research, update, and correctly identify the major policies and decisions of the Central Committee, especially the Resolutions of the Politburo that have just been issued, concretize them into goals, tasks, and feasible solutions, and strive to achieve practical and measurable results; further strengthen the work of Party building and rectification, and build a clean and strong Party organization in all aspects of politics, ideology, cadre organization, and inspection and supervision.

Strengthen and enhance military and national defense work; strictly manage border lines and landmarks, maintain border security and sovereignty; build an increasingly solid provincial defense zone.

Comrade Do Van Chien also requested that, immediately after the Congress, the Provincial Party Executive Committee urgently review closely, calculate carefully, and immediately issue an Action Program with a clear spirit, resolutely implement it with the highest political determination, practically bring the Resolution into life, and meet the expectations of cadres, party members and the people.

Comrade Do Van Chien expressed his belief that with the tradition of the revolutionary homeland with its people who are brave and resilient; hard-working, loyal and devoted; with the will to overcome difficulties and the desire to rise up, the cadres, party members, soldiers of the armed forces and the people of all ethnic groups in Quang Tri province will unite and join forces to successfully implement the Resolution of the Congress, building Quang Tri province to develop rapidly and sustainably.

Also at the Congress, comrade Do Van Chien said that the Central working delegation transferred 30 billion VND, the amount of money donated by people nationwide, to support Quang Tri province in overcoming the consequences of storm No. 10, helping people stabilize their lives.
