On April 17, 1975, General Commander-in-Chief Vo Nguyen Giap sent telegram No. 58B/DK to the Ho Chi Minh Campaign Command, stating: “The mission of attacking Bien Hoa, Tan Son Nhat, and Can Tho airports has a great effect, paralyzing the enemy air force and quickly reducing their morale and fighting ability… It is necessary to check the plan to attack Bien Hoa airport, quickly prepare to deploy firepower to attack Tan Son Nhat airport. Regarding Can Tho airport… study to increase firepower… because this airport is becoming increasingly important to the Saigon defense plan as well as the US-puppet evacuation plan”.
From April 14 to April 17, 1975, in Binh Thuan, the enemy troops in Binh Thuan Sub-region tried their best to resist the attacks of Regiment 812 of Military Region 6.
