Dak Lak determined to create breakthroughs in digital transformation

In 2025, Dak Lak province has identified science and technology, innovation and digital transformation as the "golden key" to make a breakthrough. With the spirit of "telling the truth, thinking the truth, doing the truth" to bring real benefits to people and businesses, the province is resolutely solving major "bottlenecks" in information technology human resources, infrastructure and especially the issue of 5G network coverage.

Deputy Secretary of the Provincial Party Committee Do Huu Huy: General Secretary To Lam, Head of the Steering Committee for Resolution 57 on science, technology, innovation and digital transformation, pointed out that science, technology, innovation and digital transformation are the golden keys for Dak Lak province to strive for sustainable development . We believe that only change and use of science, technology and innovation can help the province develop firmly in the future.

This is extremely important in the province's management and administration of communes, wards and localities in the coming time. Currently, the province has issued a specific plan of the Steering Committee to implement Resolution 57. This program will support communes and wards with detailed plans to deploy administrative procedures, helping people to resolve procedures as quickly as possible and enjoy the most favorable benefits when local governments operate under the new model of two-level local governments.

Editor: Sir, Dak Lak is currently facing some shortcomings, especially in terms of IT human resources and infrastructure. How will the Provincial Steering Committee resolve these difficulties in the coming time?

Deputy Secretary of the Provincial Party Committee Do Huu Huy: The lack of IT staff and facilities for digital transformation is a common difficulty that the Provincial Steering Committee has identified as a focus to resolve. To solve this, we have put forward both short-term and long-term plans.

Regarding human resources and community support, in the immediate future, the Steering Committee has directed communes and wards to establish "Support Teams" and "Digital Community Support Teams". Human resources for these teams will be widely mobilized from the Youth Union, businesses in communes and wards, and associations and social organizations. For example, in Tan Lap ward, we have mobilized teachers to participate in the digital transformation team to support the application of community digital transformation. This solution is expected to fundamentally and promptly solve the problem of lack of staff for implementation.

Dak Lak province mobilizes business resources to support people in remote areas to access digital services.

Regarding facilities and equipment, the province has a plan to request communes and wards to review and summarize the needs for facilities and equipment. After that, we will allocate or supplement appropriate funding sources for communes and wards to gradually invest and move towards synchronous implementation in all 102 communes and wards in Dak Lak province. In the immediate future, the Steering Committee and the Provincial People's Committee are also reviewing applicable equipment for piloting in localities.

Editor: Regarding the issue of network coverage, it is known that Dak Lak still has two communes without network coverage. What is the plan to overcome this situation in the near future, Deputy Secretary?

Deputy Secretary of the Provincial Party Committee Do Huu Huy: For the two communes that have not been covered, the leaders of the Provincial People's Committee and the province have worked with Viettel and VNPT on the support plan. In the near future, the Chairman of Viettel Group will also sign to support the province in digital transformation.

Viettel has committed to supporting Dak Lak province to overcome 100% of signal gaps and provide 4G coverage in all communes and wards. VNPT will also accompany Viettel to deploy BTS stations to provide 5G coverage.

The Provincial People's Committee launched the "Digital Dak Lak" program with the goal of the government popularizing digital knowledge and skills to the people.

We see ensuring the fastest network connection as an important factor in promoting digital transformation and innovation. 3 This plan is also in line with the Central Steering Committee's goal of having 5G coverage for 100% of the country by 2030.
