The goal of comprehensive innovation in legal dissemination and education
The plan aims to comprehensively and fundamentally innovate the management work and methods of organizing legal dissemination and education (PBGDPL) through the strong application of digital technology combined with appropriate traditional methods. The province aims to provide legal information quickly, accurately, and easily accessible to all subjects, enhance interaction between people, businesses and state agencies, while optimizing costs and improving the effectiveness of legal propaganda.
In the period of 2025 - 2027, the province will focus on researching, giving opinions to perfect institutions, upgrading the Provincial Legal Education Information Portal, building digital applications and providing legal support for businesses. By 2027, at least 80% of urban residents and 60% of rural residents will have access to legal information through digital platforms; 80% of cadres, civil servants, public employees and soldiers of the armed forces will be trained in digital transformation skills, of which 75% of training activities will be conducted online.
By the 2028-2030 period, the target will be higher: 90% of urban residents and 70% of rural residents will have access to legal information via digital technology; 100% of cadres, civil servants, public employees, and soldiers will be trained, of which 90% of training courses will be organized online, and the satisfaction level of people and businesses will reach 90%.
Synchronously deploy digital transformation solutions
The plan identifies 9 groups of key tasks and solutions, including: Raising awareness and responsibility of officials, people and businesses about the role of digital transformation in legal dissemination and education; Participating in perfecting institutions and policies, including giving comments on the Law on Dissemination and Education of Law (amended); Building and developing a digital platform for managing and connecting legal data, online legal assistants, Q&A columns, online dialogues and multilingual support; Developing the Dak Lak Provincial Legal Dissemination and Education Website into a center for providing and sharing legal data and information, connecting with the National Electronic Information Portal; Applying artificial intelligence (AI) in searching, Q&A and producing legal content; organizing online legal knowledge competitions across the province; Building human resources for digital transformation, organizing training courses, and instructing on skills in using digital tools for officials and people, especially in remote areas; Ensure information technology infrastructure, information security, network security, encourage cooperation with digital technology enterprises; Strengthen inter-sectoral coordination, promote the role of socio- political organizations, the Fatherland Front and Community Digital Technology Teams; Regularly inspect, summarize and summarize implementation results, promptly reward outstanding collectives and individuals...
The Provincial People's Committee assigned the Department of Justice to take the lead in advising, guiding, monitoring, inspecting and synthesizing the results of the Project's implementation, coordinating with departments, branches, sectors and localities to ensure synchronous and effective implementation. The Department of Finance advises on budget allocation; the Department of Science and Technology ensures digital infrastructure and data connection; the Department of Culture, Sports and Tourism, the Department of Education and Training, the Department of Ethnic Minorities and Religions and related units coordinate communication, information and data sharing. The Provincial Military Command, the Provincial Police, the Provincial People's Court and localities are also assigned specific tasks in implementing digital transformation and sharing legal data. The People's Committees of communes, wards and towns proactively implement the Project at the grassroots level, integrating it with ongoing programs and projects./.
