The Third Special Session of the Provincial People's Council, Term X, 2021-2026: Passed 21 important Resolutions

On the afternoon of October 30, under the chairmanship and direction of Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council Cao Thi Hoa An; Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council Tu Thai Giang; Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council Do Thai Phong, the Provincial People's Council held the Third Thematic Session to discuss and decide on a number of contents under its authority.

Speaking at the opening of the session, Comrade Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, said: The 10th Provincial People's Council takes place at a time when the entire Party Committee, all levels and sectors are focusing on urgently developing programs and plans to implement the Resolution of the 1st Provincial Party Congress, gradually concretizing the goals and tasks of the 2025 - 2030 term. The organization of the thematic session is of important significance, demonstrating the responsibility to accompany the Provincial People's Committee to promptly institutionalize new regulations of the Central Government, resolve necessary and urgent issues, ensure the unity and synchronization of mechanisms and policies after the province's merger, create an important legal foundation for local authorities at 2 levels to implement, meet the requirements of state management and practical socio -economic development, ensure national defense and security in the province in 2025 and the following years.

According to the program, at this thematic session, the Provincial People's Council will review, discuss and give opinions on 21 contents submitted by the Committees of the Provincial People's Council and the Provincial People's Committee. These are all practical issues, directly related to people's lives, ensuring social welfare and strategic development orientation of the province in the coming period, such as: Regulations on applying and abolishing legal resolutions in the fields of finance, construction, internal affairs, health, ethnicity, religion, agriculture and environment...; Regulations on collecting zero (0) VND fees when performing administrative procedures through online public services in the province; Regulations on supporting additional health insurance contributions for some groups of subjects participating in health insurance; Regulations on policies and regimes for people working outside the payroll quota at Associations assigned by the Party and the State; Regulations on monthly allowances for Village Team Leaders and working day allowances for Militiamen; Adjustments and supplements to the content of regulating provincial and communal budget revenues; Allocation of state budget expenditure estimates for 2025; Adjustment of public investment plan for 2025; Regulations on levels of business trip expenses and conference expenses in the province; Regulations and conditions to ensure the operation of People's Councils at all levels in the province and some other important contents.

Comrade Truong Cong Thai, Vice Chairman of the Provincial People's Committee presented the Reports at the meeting.

On the basis of legal regulations, promoting the spirit of democracy, responsibility, frankness, clearly expressing viewpoints and opinions on each content so that the Provincial People's Council can make correct decisions, close to the practical situation, the Provincial People's Council delegates focused on discussing and unanimously passed 21 Resolutions.

Concluding the meeting, Comrade Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Provincial People's Committee to focus on directing the drastic implementation of Resolution No. 154/NQ-CP dated May 31, 2025 and Resolution No. 226/NQ-CP dated August 5, 2025 of the Government , striving for GRDP growth in 2025 not lower than the planned target assigned by the Central Government. Strive to fully complete the planned targets; proactively review revenue sources, expenditures, and progress of implementation of the national target program to ensure the completion of the plan in 2025.

Continue to innovate leadership, direction and management methods to handle government work at all levels in the new situation with the motto "clear people, clear work, clear responsibility, clear authority, clear time, clear results"; review and perfect the system of documents and regulations serving leadership and direction work in accordance with the 2-level local government model, associated with strengthening information, inspection, supervision and responsibility of leaders.

Delegate Ta Thi Thu Huong, Deputy Head of the Culture - Social Committee, Provincial People's Council spoke at the meeting.

Strengthening discipline, administrative order, reforming administrative procedures, digitizing work processing processes, improving service quality for people and businesses; strictly handling officials and civil servants who cause trouble, delay, and shirk responsibility.

The Provincial People's Committee, all levels, sectors and localities, according to their assigned functions, tasks and powers, focus on organizing and implementing with a spirit of urgency, determination and synchronous solutions to ensure that the resolutions of the Provincial People's Council come into life and achieve practical results; closely, synchronously and effectively coordinate to prepare good conditions for the successful organization of the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term, ensuring compliance with regulations, requirements and progress.

Delegates vote to pass draft resolutions at the Special Session

Comrade Cao Thi Hoa An also requested the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council to closely monitor the adopted Resolutions. The Provincial People's Council delegates continue to promote the responsibility of elected representatives, actively and proactively research and grasp the practical life to promptly reflect and make recommendations to the People's Council, People's Committee and relevant agencies to effectively implement the resolutions of the session, contributing to bringing the contents of the resolutions into life.
