Dak Nong has difficulties in land clearance

On the morning of May 15, Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi chaired a meeting to listen to reports on the disbursement of projects invested by the Provincial Construction Investment Project Management Board (QLDA).

The disbursement progress of Dak Nong Project Management Board has only reached 8.3% of the 2025 plan.

Directing at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that the biggest problem now is land acquisition. Land acquisition must be completed before construction can begin.

“Now, there is not much time left. If land acquisition and clearance are not completed before July 1, 2025, it will be very difficult and complicated when the district level is abolished. Therefore, at present, any project that has land issues must be cleared immediately,” the Chairman of the Provincial People’s Committee directed.

Because, this is not only a project to promote socio-economic development, but also has great political significance for Dak Nong. People should create maximum conditions for government agencies to have space to speed up the progress of projects.

Director of Dak Nong Project Management Board Ha Sy Son proposed many solutions to speed up disbursement progress.

According to the Project Management Board, the biggest obstacle in disbursing public investment capital is still site clearance. The time required to complete procedures for granting newly granted land for exploitation and the work of completing mine conditions for exploitation takes a long time, leading to delays in project progress.

Some contractors were slow to mobilize workers, materials, and equipment at the construction site, so they failed to meet the committed plan and schedule. In 2025, the Provincial General Hospital Upgrade Project was allocated 270 billion VND. To date, the project has disbursed nearly 19 billion VND, reaching 6.7% of the plan.

Director of Dak Nong Department of Health Vo Thi Ai Lieu proposed that investors and contractors speed up the progress of upgrading the Dak Nong Provincial General Hospital Project.

Project Management Board Director Ha Sy Son informed that according to the contractor's commitment, 109 billion VND will be disbursed in 4 months of 2025. However, through actual inspection and acceptance at the site, the project only disbursed 73 billion VND, 36 billion VND behind the commitment.

“With the current progress, we have proposed that the Department of Construction advise the Provincial People's Committee to extend the completion date from August 2025 to December 31, 2025 for this project. The contractor should mobilize human and material resources as well as the progress of importing equipment to ensure the time,” Mr. Son proposed.

Director of Dak Nong Department of Construction Phan Nhat Thanh requested the investor to quickly complete the documents on adjusting the project completion time schedule.

At the meeting, Mr. Le Bao Anh, General Director of Construction Company No. 1 - JSC, contractor of the Dak Nong General Hospital Upgrade Project, said that the unit fully accepts responsibility for the project's progress. However, because the machinery and equipment are imported from many places around the world, it takes a lot of time.

“According to the schedule, by July 15, 2025, all equipment and machinery, with a total value of about 200 billion VND, will arrive at the site. When the equipment arrives, the disbursement volume will be very fast. At that time, we will mobilize all human and material resources to construct the project,” Mr. Anh pledged.

Member of the Standing Committee, Permanent Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen emphasized that localities and investors need to think, act, and take responsibility for site clearance.

“To speed up the progress of projects, we must change human factors, methods, and coordination. Investors need to closely monitor compensation for crop prices and facilities for people in the project area,” emphasized Le Trong Yen, Standing Vice Chairman of Dak Nong Provincial People's Committee.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that there is not much time left, now we must speak frankly, tell the truth, no more promises. The investor coordinates with localities and site clearance contractors to speed up the project implementation progress.

The investor will coordinate with the contractor to plan a specific time for disbursement. At this point, there is no reason to keep capital, especially for some projects such as: Central Square, Provincial General Hospital.

“We all have high political determination. During the implementation process, if anything is missing or needs to be added, all parties must support each other. The ultimate goal is to quickly complete the project,” Dak Nong Provincial People’s Committee Chairman Ho Van Muoi directed.
