Immediately after receiving the plans for organizing the consultation on the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013, the Standing Committee of the Vietnam Fatherland Front Committee of Ngan Son district organized the consultation. Coordinated with agencies and units to implement propaganda and dissemination to cadres, civil servants, union members, association members and people.
Comrade Nguyen Trong Lang, Chairman of the People's Committee of Ngan Son district, said: Implementing the province's plan and the directive document of the District Party Committee, the District People's Committee has deployed the contents of collecting opinions from cadres, party members, businesses, and people in the spirit of determining that this is not only the right but also the responsibility of every citizen. Through the process of synthesis and survey, it shows that the majority of the people agree with the content of the draft amendment to the Constitution.
As a mountainous district, the legal awareness of a part of the population is still low, most people have little access to legal documents. In addition, education level and language are also barriers to contributing opinions. Therefore, agencies, units and localities have stepped up propaganda and guidance to ensure the implementation of collecting opinions is accurate, objective and achieves the best results.
The organization of public opinion collection on the draft amendments and supplements to the 2013 Constitution was carried out in many different forms, such as: Comments in writing, via the VNeID application, comments at meetings in residential areas... The implementation process showed that the implementation of collecting opinions on the draft received consensus and active participation from people in the district. Thereby demonstrating democracy, people are directly involved in law and policy making activities.
To date, the Standing Committee of the Vietnam Fatherland Front Committee of Ngan Son district has compiled nearly 1,000 comments from agencies and member organizations. Of which, 100% of comments agree with all contents of the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.
Mr. Dong Quang Hoa, Chairman of the Vietnam Fatherland Front Committee of Ngan Son district, said: The implementation of collecting people's opinions in many different forms has created favorable conditions for officials, civil servants, union members, association members and people to contribute opinions. In particular, at village and residential group meetings, before contributing opinions, people are informed, disseminated and explained specifically. This helps people not only understand their rights and obligations but also raise awareness of law-making work.
Although conditions in the mountainous district are still difficult, thanks to good propaganda work, the process of collecting people's opinions on amending the Constitution in Ngan Son district has received high consensus and agreement from the people. The process of collecting opinions also contributed to creating changes in people's awareness in promoting their right to mastery, creating conditions for people to frankly raise practical issues at the grassroots level, strengthening people's trust in the Party, the State and the law./.
