Infrastructure - the foundation of sustainable development
In the period of 2020 - 2025, Cho Moi district focuses on mobilizing many resources to invest in socio -economic infrastructure, creating a premise for comprehensive development. A total of 350 infrastructure works have been deployed, contributing to changing the appearance of urban and rural areas. The rate of households using the national grid electricity reached 99.4%, exceeding the resolution target; 100% of communes and most villages have car roads to the center. The telecommunications network has been expanded, 14/14 communes and towns have uninterrupted telephone communication, most villages have mobile phone coverage.

Three national target programs - new rural construction, sustainable poverty reduction and ethnic minority development - have been implemented synchronously and effectively. It is expected that by the end of 2025, the district will have 06 communes meeting new rural standards, with each commune achieving an average of 12.5 criteria. More than 158 rural infrastructure works have been built from program funds with a total investment of nearly 51 billion VND.
In addition, the management of resources, environment and land has been strengthened. 100% of residential land and basic agricultural land has been granted land use right certificates, contributing to stabilizing people's lives and increasing land use value.
Agriculture – a strong pillar of the economy
As a mountainous district, agriculture and forestry still play a key role and are being restructured towards commodity production associated with value chains. The proportion of the agriculture and forestry sector will decrease from 54.1% in 2020 to about 41% in 2025, but the added value will be higher thanks to innovation in production methods. Average food output per capita will reach 535kg/year, exceeding the Resolution target.
The highlight of agriculture is the afforestation program with an average of 1,206 hectares/year, exceeding the plan. The district has effectively implemented Resolution No. 04-NQ/HU on developing value chains with key crops, forming concentrated production areas, closely linked with enterprises. Thanks to that, the average growth rate of the agricultural sector reached 3.6 - 3.9%/year.

The OCOP program has developed strongly, by 2025, the district will have 26 products with 3 stars or more. 14 cooperatives, cooperative groups and production entities have been granted food safety certificates. The collective economic model has also made great strides with 72 cooperatives, of which 39 cooperatives operate in the agricultural sector, 05 cooperatives participate in the deep processing chain of exported planted forest wood products.
The total value of goods and products in the district increased from 335 billion VND in 2020 to over 596 billion VND in 2025, 1.7 times higher. Average income per capita increased from 31 million VND to 45.8 million VND/year, exceeding the Resolution target.
Industry and handicraft industry make a spectacular breakthrough
If at the beginning of the 2020-2025 term, the value of industrial and handicraft production only reached 117 billion VND, by the end of the term it had jumped to 1,400 billion VND - an increase of more than 11 times. This is a breakthrough figure, affirming the right direction in industrial development of the district.
Cho Moi District has established Thanh Binh Industrial Park with a planned area of 153 hectares (Phase 1 area scale is more than 73 hectares). There are 08 enterprises in operation, creating jobs for more than 900 workers. In addition, Industrial Clusters are gradually forming and developing from 02 Clusters (in 2020) to now increasing to 06 industrial clusters in the province's planning (Quang Chu Industrial Cluster, Quang Chu 1 Industrial Cluster, Thanh Thinh Industrial Cluster and Khe Lac Industrial Cluster, Thanh Mai Industrial Cluster and Thanh Van Cluster) with a total area of 269.4 hectares, of which 02 Industrial Clusters are in the stage of site clearance and implementing infrastructure construction licensing (Thanh Thinh Industrial Cluster and Quang Chu Industrial Cluster).

The industrial structure has clearly shifted to the processing industry, especially agricultural and forestry processing, in line with local potential and strengths. The application of new technology and expansion of production scale help improve product quality, gradually conquering the domestic and export markets.
Trade and services have also made steady progress. Total retail sales of goods and services in 2025 are estimated to reach 1,277 billion VND, double that of 2020. Trade promotion activities and product consumption connections through e-commerce platforms and large supermarkets are becoming more professional and effective.
Finance - credit growth is strong, state budget revenue reaches 60.7 billion VND in 2025, 4 times higher than in 2020. Nearly 6,000 households have access to loans from 18 policy credit programs, with total outstanding debt reaching 489.5 billion VND.
Assessing the overall economic development results over the past 5 years, comrade Ho Thi Kim Ngan, Secretary of Cho Moi District Party Committee, said: “The 2020 - 2025 term is a period when the district faces many difficulties due to epidemics, natural disasters and market fluctuations. However, with the spirit of solidarity, innovation and the continuous efforts of the entire political system and people of all ethnic groups, the district has achieved important achievements. The economic structure has shifted in the right direction, key industries have been effectively restructured, production value and people's income have increased sharply, many major goals in industry, trade, services and new rural construction have exceeded targets. This is a solid premise for Cho Moi to make a strong breakthrough in the next period".
The three strategic spearheads – infrastructure, agriculture and industry – have created a new momentum for Cho Moi in the 2020-2025 term. The results achieved are a solid foundation for the locality to continue to make breakthroughs in the coming term.
