On May 23, Mr. Ho Quoc Dung - Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh province - said that the Standing Committee of the Provincial Party Committee has just completed the finalization of the list of key officials for the 58 new communes and wards after the merger. The specific list is expected to be announced in early June 2025.

This time, there were many changes in personnel arrangement when some department and district leaders were transferred to become commune leaders.
Meanwhile, there are also department-level officials appointed as new commune secretaries and chairmen. This has led to many concerns and worries among the staff about their capacity, qualifications and ability to undertake the task.
"The Provincial Party Committee Standing Committee has determined to boldly arrange staff in the immediate future. However, within 1 year, if the target is not met or the task is not completed, it will be transferred to someone else to do the job" - Mr. Ho Quoc Dung emphasized.
To support the new leadership team, Binh Dinh will implement training programs, especially on digital transformation to improve knowledge and working skills in the new context.
From July 2025, Binh Dinh will officially operate under a two-level government model (province and commune), ending the district level. Accordingly, commune-level governments will be strongly decentralized, responsible for handling many administrative procedures such as granting land use right certificates, procedures related to personal status and other administrative services for people and businesses.
