Bringing the law closer to farmers

In April 2025 alone, the Farmers' Associations at all levels in the city coordinated to organize 40 sessions to disseminate the law in conjunction with the Association's directives and resolutions for 2,000 farmers. The City Farmers' Association organized 9 training courses to implement Decision No. 81/2014/QD-TTg dated December 31, 2014 of the Prime Minister "On coordination between ministries, branches, People's Committees at all levels with the Vietnam Farmers' Association in receiving citizens, resolving complaints and denunciations of farmers".

In order to effectively propagate and disseminate legaleducation , the Farmers' Association focuses on maintaining the activities of 7 "Farmers with the Law" Clubs with 420 members. Through specific activities of the clubs, the dissemination of laws directly related to the rights and interests of members and farmers has been promoted; awareness and compliance with policies and laws for members and farmers has been raised, contributing to ensuring security and order in rural areas.

The inter-family safety team, supporting fire prevention, fighting (PCCC) and rescue (CNCH) in Phu Ho commune (Phu Vang) is known as an effective model with the participation of many members and farmers in the area. This model was established on the basis of teams, each team consists of 10-15 people, with the task of implementing the Party's policies and guidelines, the State's policies and laws and regulations on PCCC and CNCH; grasping the situation related to PCCC work, promptly reporting to local authorities and commune police for quick handling when situations arise.

Chairman of Phu Ho Commune People's Committee, Mr. Dao Vu Bich said: From the propaganda work of the Farmers' Association at all levels and local authorities and sectors, farmers' association members have actively participated in inter-family groups on fire safety and search and rescue. The Associations at all levels in the area have implemented emulation movements to help members develop the economy and sustainably reduce poverty, contributing to consolidating and building trust among members and farmers. According to the Hue City Farmers' Association, in April 2025, the Associations at all levels coordinated with functional agencies to organize 18 training courses on transferring advanced science, technology, high technology, and new technology in production and business for 800 members and farmers. Propagating and guiding members and farmers to develop new agricultural production models, linkage and cooperation models according to the value chain, effective economic models in agriculture and training courses on collective economy for 300 participants.

Mr. Phan Xuan Nam, Vice Chairman of the City Farmers' Association, said: The Association at all levels has increased the establishment of professional Farmers' Association branches and groups to help farmers connect more closely among members to implement the model locally according to the "5 together" principle, including: Same field of labor, production, business; same interest; same living area; same use of resources; same responsibility. Thereby, contributing to improving capacity, productivity, quality, efficiency and output in agricultural product consumption to increase value, production towards high technology application, organic agriculture, building brands and trademarks of agricultural products, especially the city's key agricultural products.

A typical example is the FSC certified forest planting model in Loc Bon commune (Phu Loc). Faced with the current situation of traditional forest planting, people have not yet grasped the techniques of silviculture, planting and care, the business cycle of 4-5 years of exploitation, wood products are only sold as raw materials for paper at cheap, unstable prices leading to low economic efficiency from planted forests, the Farmers' Association in the commune mobilized forest planting households to establish the Hoa Loc FSC Forest Certification Association, initially consisting of 25 members, with a total area of ​​over 189 hectares. After more than 7 years of planting and caring, all FSC plantations of the members of the association have reached an average timber yield of 200 - 220m3/ha when ready for exploitation, the proportion of rim wood has increased from 60 - 70%, bringing the value of large timber plantations with FSC certification to 250 - 300 million VND/ha, while small timber plantations with 5 years of exploitation have a profit of only about 80 - 90 million VND/ha. From that efficiency, after only a few years, the association has expanded to 55 members, with a total area of ​​nearly 550ha of FSC certified plantations.

According to Mr. Phan Xuan Nam, Farmers’ Associations at all levels will continue to innovate the model of gathering farmers to improve the quality of propaganda and farmer mobilization work. In particular, selecting propaganda content suitable to the needs of each group of members and farmers, suitable to the actual situation of each locality and the Association’s activities in the coming time.
